WHY EARL FEHL
F
Sheriff Explains Why County
Judge Candidate Deserted
Band Wagon Attempt
to 'Fix' Primary, Related
To th Bdltor:
I bra been ukM reputedly why
I did not nply to the many aoouea
tlons Mr. Barl Fehl, candidate for
county judge or li It ehertff? nd
and I have replied that I did not
want to get Into an; tiresome, end
leu controversy with htm, (or I (eel
that the thlnklnf people or Urn
county reellte that Mr, Fehl la Juit
down on the world In general and
that not a grand Jury, apeelal Jury,
regular Jury, Judge, court or official,
both elty or county, haa eecaped hla
tongue. I have no wish now or later
to enter Into a useless, ceaseless
aquabble, but there are a (ew thing
I would like to know.
Up until after the Parr verdict,
Fehl waa friendly or at leaat seemed
to be, insofar aa he la capable to
me. In fact, during the trial he
made the atatement on the wltneaa
land that he had the htgheit reipeot
for me and my boya. He alao talked
to me about having one o( my dep
utlea run on the Republican ticket
auggeatlng that ahe would get the
nomination and then make no cam
paign and I would be elected. When
I aald that there waa no time to cir
culate petition! he aaut that he would
pay the $30 filing fee. I am not at
tempting to dlacredlt Mr. Fehl In hla
race (or county Judge, aa I am and
alwaya have been an advocate of a
clean, decent campaign and ready to
atand on my record and my qualifi
cation!.
Mr. Fehl becama angered became
I cloaed hla place of business the
Pacific ReooM-Herald when he knew
that that wae one of the dutlea of
my office and I had no choice In the
matter. After the verdict in the Parr
ease he waa given a ten day atay of
eweutlon and Immediately attempted
to tranafer hla property which waa
the reason that the atay of execution
waa cancelled and an elocution or
dered to take effect at one. Thla I
waa called upon to aerv and I there
upon followed Inatructlona of the at
torney aa I do in all legal mattera.
I waa liable under my bond If theae
lnatruotlona were not carried out.
The attorney atated at that time
that It muat be done on Saurday to
overcome the poaalblllty of the ma
chinery being moved on Sunday.
When I went to Fehl'a establish
ment to levy the execution accord
ing to my Inatructlona, Fehl, for aome
unknown reason, blamed me for the
whole affair and made the following
threat, "Ralph Jennlngi, you are not
re-elected yet, and if I can prevent
It, you never will be,"
Aa for the prohibition fund re
garding which he ranta 110 much
he knowa that thla. (und la ohecked
by every grand Jury en aurely be
wouldnt' Intimate that every one on
every grand Jury is crooked. Thla
fund haa been the cauae of more con
troversy and trouble than any other
of the dutlea ot my office, but the
manner of handling It la prescribed
by law and It cannot be avoided.
Alao the prohibition work haa not
coat the taxpayer! of thla county one
penny (or It la made up of flnea
largely taken from profeaalonal boot
leggera and atlll ownera. Each year
an amount averaging around S3.0O0,
over and above enforcement ooata, In
turned over to the general (und of
the oounty, which doea not happen
In many counties of thla etate. Aa
I have atated before through the
preas, the aum of ai.9e.07 referred to
so often by Fehl represents (he ex
penditures ot four months, covered
by 45 vouchers.
I have spent the last eeven years
at this Job and I am confronted
with new problems every day, I am
wondering how many fully resiles
the many details of thl office. Dur
ing the year test, the aum of 1,393,.
SIS.SS waa collected In the tax de
partment. All aggregation of funds
Into school districts, cltlea and Irri
gation districts are made In thla de
partment, about 35.000 tax receipts
are written and last year over 6000
delinquent notices were cent aout.
Previoua to my entering office In
Itll a force of four deputies waa
kept In the tax department all aum
mer, while we are now getting along
with one. We have alao devised a
ayatem by which the tax recelpta are
written by three girls Instead of alx
aa waa formerly needed.
There haa been no Increase In the
force In the legal department In
eplte ot the fact that the work haa
trebled In the last 10 years. There
are many who do not know that
every animal aold to a butcher muat
carry a tag, and we wait on an aver
age of 15 persona a day for this
evtrvlce alone. Ivery one eelllng more
than 10 chickens or turkeye muet
procure a tag. The automobile li
cense work haa Increased from esj,.
380.05 in 1935 to aiia.o0.84 In 1031,
and during that time many new
laws, such as the title law, have been
enacted making far more work. Dur
ing the year 1033, 108 legal papers
of various kinds (chattel liens, writs,
summons, executions, aubpoenaa, etc.)
were aerved, while In 1031 there were
lTi cases.
Upon thla office alao (alia the ser
vice of Jury aummona, the making of
deeds, delivering of ballot boxea
and the checking of polling plax
In 1033 there waa no collection ol
unsecured personal tax through the
legal department and In the year
1081. the amount collected waa via
8 33.
I have been eeneored for having
my boya work for me. I conalder
them my greatest asset They tend
atnetly to business, have my best
Interest at heart and I know that
I can trust them. I believe that
any attorney In thla county will un
hesitatingly recommend them.
At the present time I collect In
Jltlgsnte In court when I serve ps
pare, mileage at (he rate of 10
eenta per mile, one-halt of the mUe
ege (eea so collected goea Into the
general county fund and I receive
only five cents per mile for cara
used In this service. In 1833 the
eum of 8504.10 waa turned over to
the county general (und (or mileage
feee collected from litigants, and In
181 the aum of 81805.75 waa turned
over to the county for that Item.
In 1033 the budget called for 818.
888 and 830,807.88 waa spent.
In 1031 the budget called for en..
418, and 818.033.08 waa spent.
I have tried to build up an effic
ient, economical, capable organisa
tion and thla la not accomplished In
one day or one year. I will admit
that we have made mistakes, but
we have profited by them. My office
force haa alwaya worked In harmony
and we have attempted to give cour
teous, quick service and I have tried
pereonally to work for the good of
all. If re-elected I cannot promise
more than X have promlaed before
and glven-my best effort In an en
deavor to give you an honest, effic
ient administration.
