But neither he nor any of

too soft a graft. -
A SMALL thing in itself. Probably less than $200,000 a year
in the aggregate. But with the government as with the
individual, it is the small things that count. It is the little straw,
added to all the other straws, that finally breaks the camel's
back.
As we have previously pointed out, tax reduction like
charity, Bhould begin at home.
Far better, we believe, for members of the congress to
spend less time filling the Record with their patent recipes
for ending the depression over night, and spend MORE time
cutting out the extravagance and waste for which they alone
are responsible.
Something New in France
A NEW law just passed by the Chamber of Deputies provides
for a novel reform in French judicial procedure. Here
after juriea in the assize courts are to share with the judges the
right and responsibility of deoiding upon the sentences to be
passed in all criminal cases. No longer will juries be confined
strictly to a determination of faots and culpability.
This change has come about through difficulty in obtaining
guilty verdicts from French juries in orirninal eases because
jurors have felt the court sentences might be unduly sovere.
Under the new law tlio jury dcoides, as formerly, upon the
guilt of the acousod. If guilty, the twelve jurors then meet
with the three justices of the assiie courts, a majority of the
fifteen being required to fix the penalty.

"PHIS reform seema to have been welcomed by the Frenoh
legal profession aa a means of obtaining more just and
equitable sentences according to the facta in the case. It should
result in juries being relieved of any apprehensions that thoir
decisions as to.tho facts, involved as they might be with possible
extenuating circumstances, might be disregarded by judges in
passing tcntence. Thus the jury, before it acts against a man,
would know to a reasonable degree what its action is going to

would like the pound to go lower,

lished a special emergency fund of
one hundred and fifty million
pounds, seven hundred and fifty mil
lion dollars at par. Those thst ought
to know say the British arc using
this motey to buy Amerlcsn gold
dollars. The pound slipping makes
that seem probable. When a nation
uses its money to buy another kind
of money It own money suffers.
Perhsps that buying of dollars
mesns that the British are getting
ready to resume paying their debts
to the United Btates, when the mora
torium ends, If so, three cheers.
When any nation Is deeply In debt.
It helps the government to make Its
money cheep.
Prance, after the war, owed four
hundred billion francs, eighty bil
lions of dollars, a debt that could

The Prench deliberately cut 80 per
cent from the value of the franc, re
ducing It to leas than 4 cents, and
reducing from their public debt from
eighty billion dollars to leas than
twenty billion dollars. England and
others that had lent franca, at the
old value, to France, had to take

In one group of children the raw
milk ration was begun at the aver
age age of 4 months, and when
these children were examined at
the age of 4 years, not a trace of
i dental carles was found. In 33 other
children who were over a year old
when the raw milk was begun, 26
showed no decay of the teeth at
the age of 4 years and the re'
malnlng seven children showed only
14 carious teeth which Is a much
better condition than moat children
have at that age in this country.
Sprawson has thus seen 70 children
over two years of age, of whom 63
were totally free of tooth decay.
This Is an extraordinary experience.
It Is a rare occasion to find a child
4 years old without any dental carles
In the United States.
All of these children were sub
normal on admission to the Insti
tution, suffering from digestive dis
turbances and rickets.
When the raw milk feeding was
begun at even later ages the effect
was still evident. For example, in
28 children raw milk feeding was
begun as late as the age of 4V4 years.
Although most of these older chil
dren had decayed baby or milk (de
cldlous) teeth at the age of 7 to 10
years, In only two was there carles
of the permanent teeth.
Forty-four boys came on the raw
milk ration at the age of 10 to 11
years. The second permanent molar
tooth was studied In these 44 boys
at the age of 13 years, and 11
cavities were found In six boys. The
raw milk ration seems to confer
Incomplete Immunity when '.It la
begun so late In childhood.
The great majority of Infante and
children get either boiled or steri
lized or pasteurized milk. In Eng
land as In the United Btates and
Canada. Sterilization by boiling or
otherwise, and pasteurization, destroy
the Vitamin O which prevents scurvy
or In the case of pasteurization (a
kind of par-bolllng) Impairs the vita
min. Probably this has much to do
with the dental development. But
we don't know It all yet. All we
know Is that raw milk is highly

about seventeen billon dollars.
Great Britain can reduce the value
of her pound by printing plenty of
nice bank notes and using them to
buy American dollars, which means

was In charge of financial affairs In
the senate, said that going off the
gold basis wouldn't make much dlf-j

head of the Mormons not having
Salt Lake City stores. With those
Issued I. O. U.'s, because Brlgham
young guaranteed them, Mormons
could buy gold dust from miners as
easily as they could buy sugar and
coffee In stores.

good, Senator Owea thinks Uncle

depressant as I have stated,, but
not because I say so. It la a nar
cotic. An Individual under Its in
fluence is not guided by his higher
scruples, or conscience and Is there
fore likely to do things he would
not do In his right mind. This Is
true, whether the Individual takes
only a little nip' or gets quite
drunk, In various degrees.

sponsible for hay fever are breathed
in the air and absorbed through

grains have surfaces, which under the
microscope, look as rough and Jagged
as chestnut burrs. Ragweed, for
Instance. Scientifically there Is no
evidence that anything, germs or
otherwise, la ever absorbed through
unbroken skin. This Is fortunate
for us.

be built without cost to the taxpay
ers? What would he do as a mem
ber of the county court? Would he
guess at the cost himself? Probably
so, as he la opposed to any engineers.
The Oregon laws of 1930, section
4359, provide that the county court
la empowered to establish a road by
resolution. This manner of estab
lishing a road was not taken advan
tage of by the writer, to establish
the West Side highway, nor by any
member of the court for personal
gain. Would Mr. Fehl be as fair?
Judge by his previous actions In
the above matters, and determine
whether you can rely on any of his
statements. My 1928 press state
ments show that I was opposed to
any West Side highway, as I believed
the Caves road was a much more
needed road.
Mr. Fehl said that he never urged
a special levy by road petition, but
he did not deny that -he spoke for
the levy at the Oak Grove school,
for his Dark Hollow road, In the
presence of many witnesses. He
showed some faith In the road or
ganization, but was not thinking of
the tuxpayers or reduction of taxes.
Mr. Fehl advises the writer to read
the probate law, which he has done
many times, and finds that the pro
bate or county Judge can refuse to
approve the granting of many things
In estates, which may become neces
sary to the heirs. Mr. Fehl states
that the above Is not an issue In
this campaign, but that taxes on real
property must be reduced, on which
we are all agreed, since the 1929 col
lapse In commodity prices as well as
farm products.
The one question Is why Mr. Fehl
wanted the West Side highway at a
cost of 8100,000 In 1931, and lime
stone on the court house, necessitat
ing a special levy of 17.500 for a Jail.
It has come to the attention of
the writer that Mr. Fehl has made
disparaging remarks against the late
Judge Sparrow at several of his
meetings; a man whom all knew,
held In most profound respect, and
who was loved by the humblest and
best among the Granges, townspeople
and those In all walka of life. It Is
with shame for anyone to speak
otherwise than with compassion and
love.
There are several candidates for
county Judge on the Republican
ticket. All will be new to the work.
Select the one best qualified to han
dle the business of the county, as
well as juvenile and probate work:
remembering- that he will have two
commissioners to aid In the transac
tion of the county's business.
