striction of the acttvltle of some
desns nd directors of Oregon's In
stitutions of higher learning who
have proceeded with reorganisation
work without having conferred with
the president of their Institution, was
decided upon here Monday by the
board of higher education.
The board took no action on the
recommendation of a committee urg
ing continuation of , the achool of
Journalism at University of Oregon.
This committee Included Paul R.
Kelty, editor of the Oregonlan: Harris
Ellsworth, editor of the Roseburg
News-Review; Ralph Cronlse, editor
of the Albany Democrat-Herald, and
Ben Lltfln. editor of The Dalles
Chronicle. The group submitted a
plan for "re-establlshment and pre
servation" .of the Journalism school
on behalf of the Oregon State Edi
torial association.
Mr. Kelty said ths school of Jour
nalism costs (21.833 snnuslly and
thst 913,178 Is obtalnsd from student
fees, leaving S9.6S4 to be paid out of
tax funds, Under the new play, he
said, only 5,199 would have to be
paid from tax funds.

Prospects of starting construction
this week on the 12,200,000 Pacific
Northwest National Soldiers home
here, has brought throngs of unem
ployed men to this city.
Expecting work to start today, mnn
on foot and in automobiles lined up
for several blocks at the reservation
early this morning, and the streets
were thronged during the day by men
seeking work. Many of them had
come from out of the state In the
hope of finding Jobs on the govern
ment project.
H. Golclswort-hy. vice-president of
the Murch Brothers Construction
company, which has the contract for
the first unit of the hospital, reached
Roseburg Sunday. He eald ground
will be broken about the middle of
the week.
It Is expected the first unit, for
which $1,200,000 has been appropri
ated, wlU be completed by January 1.
Goldsworthy Issued a statement
this morning saying it is useless for
laborers to come to Roseburg in hope
or obtaining work, since excavation
and concrete work will occupy several
works and will supply work for only
x limited number of men. Local
laborers are being given prerereu.ee

names In the list of 24,000 short
sales presented for the stock mar
ket inquiry represent "dummies"
for Important principals, some of
the senate's banking committee
members today advocated uncover
ing the real traders.
The committee held Its inquiry
In abeyance until Thursday, to give
William A. Gray of Philadelphia, Its
new counsel, time to go through
the tremendous list of transactions.
Administration senators, among
them the Republican leader. Wat
son of Indiana, reiterated their de
termination to go to the bottom of
the subject and determine what in
fluences have been depressing the
market.
The list of short traders' names
was guarded from publication but
senators who have seen It said the
great majority were unknown, lead
ing to the belief expressed by some
that In the larger transactions
either fictitious names or those 01
agents for big operators had been
used. One senator said he would
propose that the committee pick out
a few of the more important trans
actions and send investigators into
brokerage offices to find out who
was behind them.
Many new angles of the investiga
tion were being presented to mem
bers of the committee, and Senator
Stelwer (R., Ore.) said he would
ask for an inquiry why publication
by a certain magazine recently ol
the names was suddenly stopped,
after the magazine had announced
that more would be given.
