Balfour who advised a delegation of
women led by a dignified, frail, mild
mannered woman who pointed out
that the government had paid no at
tention to their moderate and lady
like propaganda for momen'a auffrage.
Mr. Bnlfour was not In power at
that time, ao perhaps had no objec
tion to putting a spoke In the wheel
of the liberal government when he
uttered words of Mlchlavelllan wis
dom which were to have such mo
mentous consequences. "Kick up a
row" he la quoted aa having said to
Emmellne Pankhurst and Mrs. Pank
hurst did! whereby the course of the
suffrage movement In England waa
completely changed.
Pew women have been so excreted
as Mra. Pankhurat, "the militant
mother of woman auffrage" under
whose guidance women ran rampant
over the country in a destructive
campaign up to the time of the
world war..

Chartist leader and the wife of a
barrister who waa an ardent advocate
of woman's suffrage, and served with
him on the committee which promot
ed the Married Woman's Property act.

most extraordinary performances ever
recorded In the annals of agitation.

a natural development of modern
civilization, something that came Into
being without causing the slightest
disturbance In the body politic.
The actions or the early suffragists
were often tactless and many tlmea
violent and offended the friends of
woman suffrage the world over, but
It la now posiiible to see that their
"tactics" did much to bring the mat
ter before the publlo snd lawmakers,
and had they not been adopted the
cause might still be alumberlng.
The danger now la that the younger
generation of women will forget the
devotion of the women who fought
to win political freedom for them.
No woman who did not live through
the midst of that atruggle (even the
their sympathies were on the aide of
parliamentary propagander) can ever
realm what It meant to sensitive,
highly educated and naturally polite
women to suffer what the militant
suffraglata suffered then.
Mrs. Pankhurst and her daughter
were "atormy petrels" aa leaden, but
personally they were both gentle,
quiet and humorous, but above all
they both possessed the Indefinable
gift of personality.
Age brought conservatism to the
erstwhile fiery radical, When Emml
