ing converged upon the railroad
shares In today's short session of
the stock market, and price aver
ages penetrated new low levels for
the third successive day. In the
last hour, however, enough short
covering appeared to reduce the de
ollne somewhat.
The Industrials and utilities gen
erally finished within fractlona of
Friday's final level, but several rolls
were off 1 to 3 points net. The
closing tc-ne was heavy. Transfers
approximated a million shares.
Most quarters were Inclined to
attribute the slump In 'rails to the
lowest prices since the 1890's to
fresh uncertainty over the Inter
state commerce commission's hold
ing up approval of a reconstruction
loan to the Baltimore & Ohio to
pay off maturing bank notes.

mittee declared for hearings on the
bill beginning probably next Wed

budget will not quite he balanced on

he had no suggestion for new taxes.
Secretary Mills and treasury experts
will be the flrt heard by the finance
committee. There Is talk of nn ef
fort to revive the sales tax In the
senate, but Wataon of Indiana, Re
publican leader, predicted little suc
cess for the move.
Because of administration conten
tions that the house measure wilt
not balance the budget, new fields
of taxation probably will be explored
in the senate but there la no sign yet
which way the probing will run.
