DALLAS. Ore.. March 18. (AP)
Confusion in the records of Hugh O.
Black, Polk county clerk, was reveal
ed In a report Issued here Thursday
by a Portland auditing firm which
made the Inspection of the 1931 Polk
county books.
Reported lack of records and de
struction of checks to a bank account
was remarked upon by the auditors
who said a special bank account
under the title "Hugh O. Black,
county clerk." could not be audited
satisfactorily as checks and check
stubs for all except November and
part of December were missing.
Balance Depleted
The report showed, the auditors
said, that the bank records Indicated
$24,517.19 In county, state and trust
funds had been deposited In the ac
count during the year, and that a
balance of 94,407.58 remained on
Dec. 31. last.
Similar confusion existed In the
dog license department of the clerk's
office, the auditors declared. The
receipt book and dog license record
Indicated nearly all license money
was collected in January and Febru
ary, 1931, but the cash register tape,
they said. Indicated that less than
one-half of the license money had
been entered during these months.
One book of receipts containing 77
receipts was said to be missing.
Many Errors
The auditors said, too, that there
were many errors In the county war
rants as checked in the clerk's office.
They called attention to 71 warrants
for which they said claims were miss
ing when the warrants were checked
against the claims. In one Instance
overpayment on one warrant
amounted to $65.
Black Is completing his eighth year
as county clerk. He has filed as
democratic candidate for re-election.

SAN FRANCISCO, March 18 (P)
A police guard was thrown aoout the
home of Mayor Angelo J, Rossi today
after the executive had been inform
ed by telephone that two men had
been overheard plotting to put a
bomb under his residence.
The Informant, whose name was
withheld, telephoned the mayor last
night, saying he was a, foreigner and
promising to meet the mayor today.

IN DYNAMITE BLAST
GOLD BEACH, Ore., March 18. ;p)
But little hope was held today for
the recovery of Buster Billings, 14,
who was critically injured Wednes
day by a dynamite blast. The boy
was working with his father, Charles
Billings, prominent Illahee rancher,
The two were blasting stumps, the
father at some o 'stance from the boy.
The circumstances of the blast are
not known.

Grange, which was organize, March
25, 1925. was celebrated March 15,
with a program. Mrs. Gertrude Haak
read a paper on the history of the
Grange, after which a roU-call of
members was held, each one express
ing good wishes toward the Grange
and the work. '
Enid Ward and June Tingleaf danc
ed and sang "The Wearln' of the
Green."
A play arranged by the dramatic
committee and entitled "The Family
Album," conluded the program.
Visitors from other Gran-ies were
Mr. and Mrs. Perry Walt of Live Oak
Grange, Mr. and Mrs. Morris of Cen
tral Point, William Crandall of Grif
fin creek and Frank Hansen of Roxy
Ann Grange.

Cole of Portland, republican, today
filed his candidacy for representative
in the legislature from the fifth dis
trict In Multnomah county. His
slogan Is "Reduce taxes by spending
less."

special dispatch to the Oregonian to
day from Washington, D. C, says the
definite and final information Is thru
President Hoover will not en'.er Ore
gon's presidential primaries In May.
In Ohio 'and in Massachusetts,
where the law specifies no candidate
for delegate to the national conven
tion can run without the consent of
the presidential candidate. Hoover has
entered the contest. But under the
present plan his name, the dispatch
says, will not be entered In other
states.
