LONDON (AP) British people,
accustomed to having the Qnlted
States held out to them as a land
containing the best of everything,
pounced upon the Wlckersham re
ports as pointing to one side of
American life In which Great Britain
excels.
Exhibit "A" Is always the metro
politan police records, which In 1930
showed only 21 murders. Nine of
the slayers killed themselves, and
eleven arrests were made In the oth
er twelve cases.
Too Many Prisoners
Of three persons acquitted, two
were survivors of suicide pacts. There
was only one unsolved murder.
A British prison official who has
visited many American prisons com
ments that the English cannot fairly
criticize the United States because
Britain .herself has never faced such
difficulties as have American prison
officials.
He calls attention to overcrowding
In American prisons' and suggests
that by making greater use of proba
tion conditions might be relieved.
"I saw many prisoners In America"
he said, "who In England would have
been assigned to the care of proba
tion officers and would never have
entered a prison gate."
Third Degree Gentle
George Ingram, who has a long
record with the British police and
finally served In two of the larger
prisons for burglary, said there Is a
difference In application of the
"third degree." Beating, mentioned
with such emphasis In the Wlcker
sham reports. Is not often resorted to
In England, nor are there long sleep
less hours of bullying and question
ing. "Instead." Ingram explains, bear
ing out frequent assertions of the
police themselves, "the prisoner Is
treated with considerable .courtesy,
questioned for a while, allowed to
rest and then questioned some more.
"If he Is clever he may evade im
plicating himself, although so sure
Is the British system of detection
that before a man Is arrested the
police practically have established
his guilt."

ROME (AP) The "nibbling" proc-
esa on reparations, due perhaps to
receive further Impetus by the visit'
of Laval of France to President Hoo
ver, reveals the tenacious patience
of Benito Mussolini.
Ever since he rose to power In
1023 this black shirt symbol of quick,
vigorous action, has bided his time
on this question, acting only when
opportunity gave him an opening to '
chip oft a few more of the rough
edges of the 1919 peace terms.
Debts Endanger reace
Nine years ago, when the repara
tions commission fixed German pay
ments at $528,000,000,000, his de
nouncement of them as too great a
burden and as a danger to world
peace were almost as definite as his
urge for relief when the Young plan
reduced them to $168,000,000,000.
He never openly advocated can
cellation of debts, which would be
implied by abandonment of repara
tions, but there is nothing to show
he would oppose It, On the contrary
he has acknowledged the Justice of
America's claim to repayment of war
loans.
His theme all along has been the
note sounded In Ramsay Mac
Donald's election manifesto, that
reparations and war debts, however
well justified, bear too heavily upon
the world's economic Ufe. He has
seen them too as Inflaming -the sores
t of war into dangerous hatreds.
Is No Philanthropist
So he did not hesitate to accept
instantly Hoover's moratorium pro
posal, making It plain that Italy
would be In the salvage squad of
nations, even if France remained out.
The duce takes no credit as an in
ternational philanthropist. So long as
ether nations accept1 reparations, he
wants Italy to have her share. Hence,
while he pleaded for reductions, he
also fought for an Increase In Italy's
percentage and got 12 pe. cent under
the Young plan Instead of the pre
vious 10 per cent.
To get this, 13 per cent, Italy sacri
ficed considerable right of Indemnity
from Austria, Hungary and Bulgaria.
But there also Mussolini's philan
thropy was practiced In his country's
interest. Italy needs the friendship
and trade of central Europe.
A letter has been received by the
Jackson County Humane society from
Arthur Sellgman, governor of New
Mexico, in answer to protests voiced
regarding recent plans for staging a
bull fight in the southwestern state.
The fight was not held and the hun
dreds of letters received from every
state In the union helped greatly In
cancelling the event, the governor
writes.
The letter closes with this expres
sion of gratitude, "May I not thank
you for your valuable and timely co
operation In this matter, which so
vitally affected the good name of
New Mexico as well as that of the en
tire nation."
