There is another element in the population which looks upon the ap proaching second five-year plan with equanimity, and It Is a much larger element than Soviet leaders care to admit publicly, it consuls of those who are disillusioned and passive those with little faith In the Soviet slogans. For the ordinary Russian, his hopes consciously or unconsciously pinned to 1933, the postponement to 1938 will be a bitter pill. Unlike the faith ful Communist, he does not Judge the present In terms of historical perspective. He gets more satisfac tion from Increase in his butter or sugav ration than from contempla tion of the distant socialist future. Continuous Proms. The .time has arrived when the Soviet millions must realiza that time cannot be split up Into pieces, ex cept for advertising or propaganda purposes. The Job upon which they are engaged will not end ut the con clusion of any four or five, or even 10-year term. It Is a conUnuous process. The second five-year plan Is the cruel but unavoidable Instru ment whereby this realization will be forced upon them. For the generation which went through the reconstruction period and the beginning of the first five year plan, there Is little ahead ex cept a prolongation of the martry dom. If there Is any harvest after this bitter sowing, it will be reaped by a new generation now maturing. It is to the new generation, there fore, that the Soviet regime is di recting Its appeal as the second five year plan Is being prepared. It has been - educated to accept the gospel of Marx, as Interpreted by Lenin and Stalin, as the only faith. The Com munist Youth organization gained a million members in the first five months of 1931 and Is pledged to swell its ranks another 1,500.000 in the next few months, bringing the total to 6,500,000. They represent a great reservoir of strength and sacrifice upon which the years ahead will draw heavily and unceasingly. OF CRATER LAKE NATIONAL PARK (Special) New arrivals at Crater lake, attracting more than passing attention, are four bear, three cubs and their mother, which appeared in the park during the past week. It Is a rare occurrence for a bear to appear with more than two cubs and It is still more of a matter ol interest when one of the cubs has fur of a decidedly different color than Its fellows. Two are dark brown and the third is mouse-colored. It Is thought the mother bruin "kidnaped" the mouse colored cub somewhere in the woods and brought him down to Govern ment Camp where food is always available. . ' The bears continue a big attraction of the park, bringing mnny visitors to Government Camp. Their trust in human beings developed at this spot Is not always to their sdvnn tage when they leave the park at the close of the season and at tempt to make themselves at home around logging camps or mountain ranches. ,.., They approach these places closely, unafraid and with good Intentions, in search of food, and often a bul let from some hunter's gun finds them. A number of the park bears have been noted missing during the past several years and are believed to have been victims of their mis placed trust in the human race when outside the park, all of which is set forth as good argument why bruin should be protected In coun ties adlolnlng the psrk area. Crater Lake Crater Lake, In Southern Oregon, la one of the Northwest's most un usual natural beauty spots and the area of which it is the principal at traction has been designated a Na tional Park. It is easily reached by fine roads 82 miles from Medford; 62 miles from Klamath Falls. At the rim of the crater is a mod ern American plan hotel. There are five camp grounds, stores, a cafe teria, and cabins in the park area. There is excellent fishing in the lake, as well as in nearby lakes and streams. Open until park season closes Sep tember 20th. HMorical Note Astoria was founded in 1811 by John Jacob Astor and was the ter minus of the Hunt Expedition in 1811-12. Previous to this, in 1805. the Lewis and Clark Expedition had reached the mouth of the Columbia. During the war of 1812 Fort Astor, as it was then known, was taken by the British and named Fort George but was again reclaimed under the Treaty of Ghent. At the Astoria City Park ia a re plica of old Fort Astor, scene of the first white settlement west of the Rockies. The actual site of Fort Astor is at the corner of 16th and Exchange.
