That accomplished, Signor Mussolini continues as follows:
"Italy Is ready to accept the lowest disarmament figures, even
100,000 guns for all of Italy, It no othar nation has more. Other
wise It would be like trying to defend oneself with a club against
a pistol,"
The second statement, of course, virtually nullifies the first,
hut, in Mussolini's, opinion, the first supported by screaming
banners, will make short shrift of the second, only supported by
a sub-bend in the body of the article.
And perhaps the Italian dictator is right. "At any rate, this
method seems to have been very successful in Italy, up to the
present time.
jifUSSOLINI cures nothing about what Secretary Stimson or
" any other foreign statesman thinks of him. He only cares
about what they think of him at home. Ifo' cares nothing for
what is true; lie only cares about what' he can make his people

So he accepts the Stimson idea in box-car type, and rejects
it in 8-point. And if the disarmament conference next year
fails, lie will point to the fact that he agreed with tho U. S. pro

Seems incredible to some, perhaps, but not to those who un
derstand European diplomacy, and the important part headline
writers play in it -particularly in oountries like Italy and Rus
sia, where newspaper men are either loyal government press

OTHER FELLOW. Hut when it comes to disarmament for

matter.
Naturally Mussolini would agree to a reduction of arma
ments, that would give him as many guns ns any other nation
in the world. For this would put him on an equality -with
France, Russia, England and the United States, larger countries,
who will insist upon armaments in proportion to their size and
responsibilities.
So there is an inevitable deadlock, n deadlni!k which will
continue, just a long us Mussolini sticks to his 8-poiut conten
tion. T'llK only immediate chance for disarmament reduction lies in
the direction of the same proportionate reduction, by every
nation, and to such n program no dictator like Mussolini, whose
power rests entirely on hia army and navy, will ever agree.
There is one bright spot in the situation, however. That is
Mussolini's gesture of acceptance of the Stimson idea. For it
demonstrates that EVEN he realizes the growing demand for
disarmament throughout the world, and how dangerous it would
be for lum to publicly oppose it.
In that force the power of international public opinion,
lies the only hope for reduction of armaments at the present
time.
