BACK FUND PLEA
nee aovernor James Rolph Jr.
of California signed assembly bill
1151, an act providing for the for
mation, government and operation
of harbor districts In California, I
have been very gratified to find a
splendid reaction to same from all
over northern California and south
ern uregon," says c. E. Gates,
president of the Northern California-Southern
Oregon Development
asoclation.
"Passage of this 'bill has remov
ed an obstacle- which undoubtedly
would have caused delay In the de
velopment of Crescent City har
bor. Our asoclation fa now in a
position to guarantee to the board
of engineers for rivers and har
bors that terminal facilities will be
provided 1f. the government com
pletes the harbor.
The favorable reports of the
district and division engineers stip
ulated that local interests should
give assurance that by the time the
project Is completed they will pro
vide terminal facilities and the nec
essary berthing space, transit eheds.
etc., ror tne Harbor.
"It la our intention to appear be
fore the board of engineers for
rivers and harbors in the near
future and our case will be greatly
strengthened because we can now
give satisfactory assurances to the
secretary of war that local inter
ests in effect, Del Norte county
can, according to the California
law, provide piers, warehouses,
terminals and equipment and such
facilities necessary for the opera
tion of a deep water harbor.
"The new law .becomes effective
on August 15th, and sometime
after that date the board of super
visors of Del Norte county will call
for an election at which time the
people ot the California county
will be asked to vote for tho har
bor district and elect three com

commissioners will not be com
pelled to issue a large amount of
bonds, as was necessary before.

cent of the as-tensed valuation of

will provide sufficient funds for
tho building of the neewsary fa

no increase in taxes and the
chances are that with a harbor
