There were at this writing two
house vacancies, two New York
City Democrats having died since
election. ,Hoth were expected to
he replaced by Democrats at special
elections. It would he something
of a political cataclysm H that did
not happen.
Prophecies Futile
Thus, by the hooks, the Republi
cans will have an absolute majority
of one vote. Yet that is only by
the books. In only one of the throe
party caucuses, Kvalc's one-man
show, can there be complete har
mony of political . nclioit and
thought.
And what, the dissension within
the ranks of the major parties on
prohibition, on farm relief legisla
lion, on the tarlfl, oil almosl every
other issue or the day may pro
duce in 0 house dominated by only
a one-vote nominal party control,
not the wisest political .observer
could say with certainty.
Once, in the war congress of
1!tlT, the Democrats organized the
house, although there were three
more Republican than Democratic
members on the rolls. ,
Conlition Control Then
There were nearly a score of pro
gressives or other independents in
that house, holding the balance of
power. Also the emergency of war
Impelled many to yield support to
a Democratic administration back
ed by a Democratic senate, for war
purposes.
No such external emergency
confronts the seventy-second con
gress. Instead, the presidential
campaign of l!t;il! in in the offing.
