PXOE REVO nin 1 i Aimo v r Hiiii PLANNED BY JOE DUNNE Bills Would Require Dairy Products Meet Grades As Represented Oleo Hit in Measures Dropped in Hopper. KALK.M. Jan. L'7 MV-The drink question will eoinp In-fine the pres ent Oregon legislature. It will per tain to milk, however, and not to alcoholic beverages. The issue Is coming up in a series of hills to be introduced by Senator Joe K. Dunne of 1'ortland, providing for the grading of dairy products. .Most of the proposed regulations are not to ho compul sory on producers and dealers, hut will require that products must come up to the fixed grade speci fications if they are represented to he of particular grades. Senutor iunne has begun with an attack on the Oleomargarine trade, ills first gun was fired last week when he introduced a meas ure providing that colored Oleo margarine can not be sold either as huiifi' or as a butter substitute. His ttcciid was yesterday in u bill to prohibit tho use of Oleomar garine in mate schools and instl- tutiomi, limter t;rudc IMiuinetl Ki'lative to butter Dunne plans' to introduce u hill that would adopt for Oregon the federal but-j ler grades. A cream bill will pro-) vide first and seeond grade and i an ungraded classification of that j commodity. A proposed milk bill : will provide the usual A. It and C, grades, its provisions not comput- ' sory except upon persons profess- j ing to sell those grades. V'nder one of his bills confectioners selling ' malted milk would be required to show whether their product was made of ice cream or merely of frozen milk, lie deduces that in Portland there are only two places where malted milks made of ice cream can be bought. Dunne will havo another bill providing that when a county or city sets up a standard of milk from abortion free herds it must provide for the reimbursement of farmers who lose cattle by the abortion test. It is understood that another Oleomargarine bill, sponsored by the State Dairy men's, the State Orange and the Farmers' Union, will call for a license to be charged the manufacturer, the wholesaler and the retailer of Oleomargerine. J. D. Alickle, state dairy and food commissioner, says that a milk grading hill, different from the Dunne bill, will emtio in. Jt also will provide fur the A, LJ and C grades and will not be compulsory. Hut it will impose certain require ments on producers claiming to furnish those grades. Among these requirements will he milk houses, certain air space for cows, and mechanical bottle cappers. Its provisions will be the same as those of ordinances now in effect in u number of cities. All moneys received by the coun ties under the net would, by Its terms, be used by them for tho payment of Interest und principal on bonds issued for road purposes. If there were no outstanding road bonds the money might bo used for any other purpose. LL CALLED BY DEATH REVIVAL SERVICE AT SALK.M. Ore.. Jan. i:?. (A') Senator Jay II. I'ptou of llend has introduced a bill which would re quire the state hiKhway commis sion to reimburse the counties for all moneys contributed by them for state highway construction since tho bcKinninR of the state highway program, in 1 ! 1 7 to the present time. The amount, would total about $l."j.ooii.iHio. "In the beginning of tho high way program," said Upton, explain ing the bill, "many sparsely set tled counties, in order to get any road construction, were required to contribute as high as alt per cent of tho cost of state highways. Thereafter other counties made contributions in lesser proportions until finally the system of requir ing contributions by the counties was generally ubandoned. High ways are now being builit without requiring countTea to contribute to the cost. Constitutes Burden .
