Stephen A. Douglas would say, if t hoy could return to the scenes
when; they once cave simple Illinois farmers and workmen the
best that was in them.
IM HAM'S latest outburst was in a lecture in which he pro-
dieted that by the time the next Congress assembles there
will be no Court mid no League, for us either to join or keep out
of, since both will have been denounced by their present mem
bers. Half the world, he said, is now under military dictator

Neither sort of nations will consent to be adjudged by a court
made up of the other sort. So it will be up to the I'nitcd States
to boss the universe. AVhrnevcr any of these' nations "threaten

between the World Court which is one thine and the Lcauilc

recent Illinois politics, we may perhaps not hold it against .1.

few more senators like himself, actually to adopt a resolution
"summoning" France and Italy to appear in Washington, -to

Parents of adolescent children
face n difficult problem in tho fact
that boys and girls In their teens
earn money and actually support
themselves.
Tho chief means through which
grown-ups can exercise control in
a aociety whore social influencoa
do nothing to help in stabilizing
adolescent behavior Ilea In keeping
a tight hold on tho purse strings.
Boys and girls who earn their
own money can spend it in any
way they liko and there ia no one
who can Ilo more than disapprove.
With money in their pockets they
can go places and do things.
They can stay out late at night
and associate with whomever they
please. The self supporting boy
or girl ia free. Mo knows it and
his parents know it.
If Mary prefers to spend all her
money on clothes and shows, if
she chooses to run with a fast
crowd, her parents . can only pro
tost. To be sure, they can demand
that she conform to their demands
or leave tho house. But it Is dan
gerous to deliver such an ultima-,
turn.
It may result only in setting the
child completely adrift. Only an
irresponsible parent would run
such a risk.
Youth then ia freed even from
tho ono remaining means of arbi
trary control. Whether they like
it or not, modern parents must rely
upon something other than penal
ties, punishment and prohibitions.
Tho wheels of social change
have placed them in tho position
where any control they nro able
to exercise must come through the
child's freely given respect for
their judgment and reliance upon
their. sympathetic understanding.
The task of parenthood demands
as never before patience, tact and
understanding.
TAX ON DRINKS;
BERLIN. (fP) An "epidemic" of
'Schankverssehsteuerjammer h a a
i broken out in Germany.
It means "over the counter tax
fever" and is an "irritation" caus
ed by tho new 10 per cent tax on
non-alcoholic beverngetj such as
coffee, tea, cocoa and lemonade
served at cafes and restaurants. .
Nearly every German Is dls-
gruutled about tho tax and tries to
t'hlnk of some way to avoid paying
the tax. Restaurant lunchers have
taken to carrying a hip-pocket lem
on pressor and . make their own
lemonade with water which, so far,
costs nothing.
As for cocoa, or chocolate, It
cease to be a beverage when taken
as "chocolate soup" from a deep
plate. And there are "wine soups"
too.
Coffee has to pay, but milk goes
free, so a popular demand has
suddenly sprung up for "milk with
a dash," leaving It lo friend -waiter.

RICH SPICES 'TSIB
By Mary Grah.in donner
John had often traded pencils
and knives and marbles, anil boats?
he had made himself, anil balls.
and once he hud a
traded a kite for
baseball bat.
Peggy had trail
ed a doll's kitchen!
stove for a little
sofa to go in liei
dolt's house. Hul .
wheu tho children fa
traded they talked
over with their
mentis.
These early sail
ors did not trade in'
any such way at all. They loft
spices and other trcnaurca they
had with them along the places at
which they stopped.
They did not speak to the natlvo
people. They would go away at
once, and then they would wait
awhile before they went hack and
made these same atops again to
see what the natives had left to-A
thorn. If they liked tho chunks ot
gold lhe peoplo had left alongside
their spices, (hey would lako gold
and leave the spices.
If they didn't liko the trade they
would not take It or their own
spices. They would simply go
away again and when they would
return once more tlioy would find
more gold left for them. They had
shown that the first trade was not
enough!
John kept saying to the Little
Hlack Clock:
"Why don't they wait and see
the people when they know In ad
vance Just what they want? Then
they wniildn l have In cumt hack
again."
Hut. after all. he was glad their
method of trading was different.
Ho would he able to tell his
friends how tradlns had been dono
nut men he iluln t believe this
rystcm wo.r.d work with any of the k
h& s he knew. They always liked
to talk tilings over and see how
much they wanted Something an
other hoy had to trade.
The spices always seemed to be
so much desired by the native.
As Peggy said, spices always
sounded so tie and so rich and so
traveled and so Interesting always
coming from so far away"
