Should the federal bureau of
reclamation grant a release for
private approiirlation of the waters
of Klamath river the release
would be Issued to the state; and
not to the California-Oregon Pow
er company or any other private
or corporate Interest, said a tele
gram received by State Kngineer
Stricklin today from George Otis
Smith, chairman of tho federal
power commission at Washington.
It Is believed the telegram was
sent after a conference between
Smith and tho reclamation bureau.
The Information Is not Interpreted
as an intimation that the release
is to he issued prior to legislative
developments In Oregon. '
The latest activity among the
women's community groups of
Jackson county will he the forma
tion of homemukers radio clubs
under the auspices of the home
economic division of the" Oregon
Stale college extension service, the
purpose of each club being to as
semble, at some home that lias a
radio set, to listen In on special
lectures broadcast from KOAC at
Corvailis on the subhjeet "Do You
Understand Your Child?"
Mrs. Mabel Mack, home demon
stration agent, was mailing out to
day to various Pa rent-Teachers
association units and other wom
en's groups full Information on
how to organize a' home' makers
radio club and other Information
pertaining to tho series of lectures,
which will begin on Tuesday after
noon, January 13, from 3 to 4 p.m.
The club meetings will be on
alternate Tuesday afternoons.
The topics and dateH of tho lec
tures follow:
Jan. 13 What makes a ' good
dad and mother?: Jan. 27 1 low
can you teach desirable habits?;
Feb. 10 What do you do when
your child says "I won't"?: Feb.
24 Can children be taught to' eat
what they should ?; 'Mar. 10 How
can you guide in sex education ?:
Mar. 21 How can you teach care
of belongings?
Mow to Organize
Any club may enroll or any
group of homemukers may form a
radio club. In fact, even two
neighbors may meet every two
weeks and discuss pnrent-child re
lations with the aid of these pro
grams and the radio lectures. The
programs, assistance In organizing
and other aids are free to the
homemakers of Oregon. The only
obligation of the local group Is to
hold its meetings where there is a
radio and to send in a report on
the blank provided Immediately
following each meeting.
In order that the first program
may be carried through on sched
ule, It Is desirable that each group
hold a preliminary meeting on
January 0 or meet wirly on the
aftdriioon of January -1 3 for organization-,
add explanation of . the
Homemakers Itadio club.

where he attended a session of
traffic captains from all parts of
the state in connection with a dis
cussion on auto headlights. Par
ticular stress was laid on those
motor cars which persist in faring
forth at night with only one light
or without tailllgbts. A constant
cheek is to be kept by officers on
those motor vehicles in an effort to
make the highways of the state
safer for driving at night.
The percentage of cars with bad
lights i.s reasonably low. Captain
Talent wild today, and in omc
cases there are legitimate excuses.
Often motorists, upon leaving their
homes are equipped with good
lights, but encounter trouble when
on the road, and others forget to
look at their tailllght. In such
cases, the drivers usually have the
trouble repaired as soon as pos
sible, but some drivers aru charged
with willfully driving at night with
poor lights apd these motorists will
