and greater freedom to use them.;

more peculiar commission halting1
the downward trend of wheat de-i
spite prices in Winnipeg, Liver

Milnor is from Alton, 111. He bv
gan at the bottom with the Sparks
Milling company there about 20
years ago. He resigned its presi
dency this year to succeed William,
G. Kellogg as general manager of
the stabilization corporation.
Since the middle of November
th e stabilization corporation has
kept the December price above 7:t
cents while elsewhere in the world
wheat market it has been dropping
steadily downward. How many mil
lion bushels of wheat It has bought
only Milnor, Chairman l.egge of the
farm board and few other high
ranking government officials know.
And they are not telling.
"How are things going, Mr. Mil
nor?" he was asked.
"Perfect," was his reply; "just
perfect."
"Have you stabilized the wheat
prices?"
"Well, we believe we have for
this year, anyway," in the same
quiet tone.
"We don't pretend to affect world
supply, demand or price. As a mat
ter of fact, the price of wheat In
the United States is not fixed by
the world market. This country
is not on a world basis in anything.
"If I have somebody come in
here lo paint my office ho is not
paid on the basis of what a palmer
receives in Kuropo.
"The Immigration laws stop the
Knropean painter from coming in.
The tariff protects the manufactur
er. We believe the farm relief laws
do the same for the farmer.
Mr. Milnor related how on No
vember 17 with December deliver
ies at 7;i cents, the stabilization
corporation decided to strengthen
the market.
"We gave orders to buy all offer
ings at 7;t cents. And we bought
I hem; had storage facilities for
them and hulad the downward
course."
Just Ihe fact that the agency
would take all deliveries, he ex
plained had a steadying effect.

There have been times during
the past month that the "spread"
between Chicago and other world
markets was 20 to 25 cents a
bushel.
Milnor is too busy to be usunJly
reached for an interview. Appoint
ments are rare, nnd once mado
likely are to be postponed several
times. He will not be photograph
ed. He is middle-aged, medium
sized, with light brown hair, qiet,
courteous. Ills office is quiet. Pic
tures of farm activities hang on
the wall, yet he never lived on a
farm. In a corner is a ticker, but
littlo ticker tape.

headquarters, stand billboards with
24-sheet posters urging the eating
of more bread, the consumption of
more wheat, and greater consump
tion of wheat with reduction of
acreage he believes will bring do
mestic supply and demand closer
together, and make prize stabiliza
tion permanent.
"What of next year?" ho was
asked.
"Oh, next year! We'll wait for
that." Kven bin smile was quiet.

Quetzoalcatl was chosen as the
most likely substitute.
Unlike Santa Claus, Quetzoalcatl
needs no flying sled, for according
to legend he has wings of his own.
And when occasion demands he
abandons his human form and be
comes a serpent, feathered and
with wings.
Aztec tradition has it that a
kindly, white-bearded man ap
peared from the air centuries ngo,
before Europeans came to Amer
ica and when the powerful Aztec
race ruled Mexico.
He preached the doctrine of one
god, the story goes, and after a
short stay disappeared as mysteri
ously as he came.
The Aztecs, cherishing the mem
ory of his visit, decided to perpetu
ate it in the form of a stone Idol
and they gave the idol the most
sacred and beloved form known to
them a winged serpent.
Delegation of Kantu's powers to
Quetzoalcatl, the government be
lieves, will give the Christmas
spirit more of a Mexican atmo
sphere and foster purely Mexican
tradition among tho republics
children.

The Owen-Oregon lumber plant
in this city will close down De
cember 23 for the Christmas holi
days for two weeks, ami will re
sume operations on the present
basis early In January.
Annual re p a i rs to the mill a n d
routine work such as cleaning of
the boiler will be carried on. The
management said it would keep as
many of the employes as possible
at work, but some would have to
be laid off.
The timber operations will also
be shut down for the holidays.
