Our attention has been directed
to the report of an Interview with
the mayor. Mr. Pipes, printed on
the front page of the Tribune of
Wednesday evening, under the cap
tion. "Oak Grove Dalks Plan for
Water."
We are not disposed to herein
criticize the nttltudo of the mayor
and the majority of the council
toward the salo of water to Oak
Grove, nor their final and summary
disposition of this matter.
However, that tho true status
of tills Important subject may bo
known to nil. we arc impelled to
make the following statement:
The "meter" contract Is the only
contract ever offered to us for ap
proval and acceptance -until the
meeting of the council on last
Tuesday evening.
The organization of our district
was based upon this contract, pre
pared and offered to us by the
city tt-hter commission in Febru
ary, 11129, and since that date on
file with the secretary of Oak
Orovo district, JfJi.N. Culy.
'Our method of financing was de
vised to meet tho demands of this
contract.
The whole program of 'liquida
tion of cbsts of 'the system was
arranged to conform with tho terms
of thic-i said proposed contract.
On May 9, 1929. by almost unani
mous vote, our people authorized
an issue of bonda in a, sum ade
quate to finance construction of the
system already surveyed., approved
and adopted by tho district.
'Furthermore, this contract con
forms with the schedule, of rates
promulgated in the city's publica
tion 'ejitltled, "Regulations, and
Rates of Medford's New Water.
Supply. 1927." ,
At Section 3, page 1-1, .of this
publication we find the -designation
of rates to outside water users.
In all essential particulars this
contract is nearly Identical with
contracts used by tho city of Port
land in supplying city . water . to
more :than 40 municipal , districts
nurroundlng that city.
No, we have not been "bluffing."
We have acted ' in perfect good,
faith and with timely cooperation
by the city council, rt'ould have
been using city-water for the past
16 months.

fiords, and atop at the brightly
painted huts nnd houses in the
little valleys,

leave gifts for all
the children
