Manlier Shaw of Svw York, on arriviii"; from Knrope, de
clared (lie I'nited States was enjoyinc an era of prosperity un
equalled 'in world hiNtory and llint this era was certain to con
tinue. "There Is not a cloutl on the horizon," declared Mr. Shaw.
"For over a year the crokers have velwed with alarm, and predict
ed a VVull Htreet collapse, hut prices Instead of going down hai's
continued to go up. This will continue fur the simple fact that
tills country Ih now not only tho money center or the world, but
the center or Industrial growth. The ract that everyone over
looks Is that n greut change has taken place, the standard of liv
ing lias so raised In this country. Ihat an entirely new economic
era has dawned. The lank anil lile not only demand moro
things, they have the money lo pay fur them. That means, greater
prosperity for years to come."
Only those people with very short ineinoiicH will deny. that
this stalenient aeiirately represented the prevailinK psyelioloj!

lover since then ihe prevnilinj; psychology lias heen as pessi
mistic as only a year n";o il was Ihe reverse. An officer of the
(iiiaranlee Trust Coinpnny of New York, proliahly too poor to
take n trip nhroiiil. rises to remark:
"Thero Is no point In kidding ourselves. Wo are In tho midst
ot a widespread and serious depression, and this depression prom
ises to continue for two or three years, perhaps longer. We can't
vaiKe ourselves by our foot-straps although that is precisely what
some of our whistling optimists are trying to do. This is not nn
American depression but a world-wide depression. Declno in cnui
inodlly prices can't fail to delay recovery, Kvcn It there is rcul
progress in the autumn, It can't ho swift enough to reestablish
business on anything like a normal level."
The point we wish to niaki! is this:
Hunker Shaw imfiiestionalily expressed the view of the ma
jority a year iijj".' There is no doulit. that his (liiaranlec Trust
colleague, expresses the view of Ihe inn.jorily loday.
We all know Hanker Shaw was Uronji in his optimism, isn't
(here similar justification For 'lielievht" his colleague is jusl as
wronr today in his pessimism?
THIMS view to the sliident of past economic hislory rests nn a
pretty solid foundation. For iii Ihe mailer of financial booms
and financial panics Ihe majority is always wronj? Ihat is why
wfj have them hoomsnnd panics. AVc are very much like sheep.
We follow the leader. When times arc nid we all run one way,
when they arc had we all run the other and awake too late to
find in both instances we ran in the wronj; direction.
M any rate, just as all thinps unhid up must come down, so
all thiiifjs thai ko down, must come up. The.only difficulty is in
delermiiiini; the exact time for the inevilalile change in direc

Just us then? was loo much optimism a year ajjn, there is too
much pessimism today. And as is always the case, those individ

CI'IOAKIN'd' of Imsiness eondilions, a friend of the Mail Trili
k"'unc recently prescnled Ihis office wiYh a i'tipy of Ihe "tiir
ard Letter,''' published hy Ihe (Jirard Trust Companv of I'hila-
dclphia.
The leatlinir arlicle is entitled "Anwie.im prosperity rests
upon wasteless 'production." The main point made is that if
waste could lie eliminated, in American industry loday, the de
pression would vanish overnight. ,i
'It is pointed out tluil Herbert Hoover before he became
President conducted a survey which showed that Ilic nveraxe
.loss in American industry, material, labor enerirv and human

K.unn in hum nutVI'V, llllll me ioiiowiu; nciiou iiv
Hoover, ns Secretary of the Department of Commerce, litis
waste has been materially reduced, but there is ss t ill much lo be
done ill this direction.
'
T"I IK moral or the tale, suddenly look on it local application
when 'ii1l inir home late thai eveiiin;, we were nearly mired
in front of a Medl'ord residence, where we decided open hoses
hitl"heen left 'to: run all ninhl. At any rale the sidewalk was as
much a meandering si ream as Hear creek, and the parking space
was a miniature swamp.
Should not elimination or waste, like charily, hoii'm al home?
We need not tlilale upon the value of our water system, our
views are sufficiently well known. Moreover there is forlunalcly
an ample supply I'or (he let;ilimale needs or a citv the size of
Mcdlord.
''.
Hut there is no excuse or justification for needless, waste.
And if such waste as we observed, beconies general, tli'" time is
not far distant whep as Medford -iiows, we will have to return
to those pesky water restrictions, which were such a source of
annoyance and eharin before the new -water system was con
structed. lOliminalion of wasle, brelhereu, is not only nood business,
it is (rood citizenship. The "waster" not only injures himself,
hut the community in which he lives.
So lets show our appreciation of our blcssiinjs in the way of a
water supply; by treat ins il as all pooil things .should be treated,
with consideration with rcjiard for the rights and privileges of
ol hers ns well as ourselves.

H was President George Wash

President Hoover to say the same
thing in words of his own choosing.
In the long line of presidents in,
between Washington nnd Hoover j
others, notably 1'olk, Fllmore,
Cleveland and Harding, hrtvo taken
their stand flrm'y on this rule.
President Harding (Chnrles. VI.
Hughe.-? was his secretary of state),
in refusing a senate demand for
intimate records of the Pacific
treaty negotiations, said:
1 do not believe it to be com
patible with public interest or
consistent with t lie- nmnities of
international negotiations to at
tempt to reveal informal and con

kept, or to submit tentative sug

without which the arrival al de- ,

So President "Hoover Is supported

which have, as he assures the sen

the disclosure of which could serve

he is not willing, supposing that
Charley Dawes may have called
some distinguished Ilriiisher a wild

fact published, to the great embar

The honorable senate, having
made a polite and proper request,

Medford Mad Tribune jubi
The
lates at length- and who shall
blame it? upon this pleasant set
of fact: A Mr. and Mrs. Phegley
b-ft their homo in Iowa, where the
tall corn grows, and motored Into
the west in a leisurely manner, in
tending to make permanent jour
ney's end as most lowans do in
sunny southern California. They got
only to Medford, when1, after tak
ing a couple of drinks of the Med
ford city water, they decided to
nettle down forever more ami seek
no further.
It is a very pleasant chronicle, as
the Mail Tribune features it. For
Mr. ami Mrs. Phegley decided upon
Medford ns their future home solely
because of the facts that they liked
the water that Medford has and ac
cepted the assurance of citi'ens of,
Medford that it is "the finest drink
ing water on the Pacific coast!" p.y
such compelling circumstances is
emigration through Medford halted
within the city's gates and thus
does Med ford's population show
steady increase.
We share sincerely tho jubilation
of the Mall Tribune and the Med

with Med ford and for Medford that
Mr. and Mrs. Phegley have settled
In Medford's midst. F.very little

pansive census returns at the end
of each decade. Put what we are
wondering about is this: How did
Mr. and Mrs, Phapley happen to
route their tour so a to miss Col
umbia highway and Portland? For
quit apparentlr they must have
turned off in far eastern Oregon
and come over the mountains via
McKenzie pass. It U scarcely pos
sible that at this season of the year
they could have passed through
Portland without e x p e r i e n elnp

course if that had happened, Port
