The Senate's task was a (simple one to tit tidy the treaty
and decide whether it should he ratified or rejected. Kvcry

cial 'session was over. The Ifonse iidjiuirned. The President
wished the Senate to act on this tivaty and also adjourn, so he
could 'lake a western trip anil enjoy a much-needed rest and va
cation. A large majority of the Senate wished to do likewise.
Hut a small group "f 'it? Navy adherents like Senators Moses,
Tiiiiffhiini and Hale, supported by the Hearst press, with Senator
Johnson of California as their spokesman, took advantage of the
Senate rules to render prompt action impossible.

SO A filibuster was conducted, and nearly a month consumed

respondence concerning the treaty, wliicli they realized he was
not obliged to do, COULD NOT

At no time since the tivaty was presented was there any
doubt that eventually it would be ratified. No one realised this
more clearly than the small group of Senators fighting it.
But this did not deter them, and for a very simple reason.
They knew they couldn't 'defeat 'the treaty, but they knew they
iu'uld embarrass and annoy the
upon it. For six .weeks this was the only motive behind thuir

So in spite of this depression, and in spite of the unpopu
larity of the new tariff bill, there is no doubt that, thanks to
the Juiinsons and Binghams and Hales, President Hoover comes
out of the special session with more respect and popularity than
he enjiiyed when he went in.

ol dancing, but of cigarettes. This
may be attributed to the ever-increasing
popularity of dancing as a
pleasant and healthful form ot so
cial recreation.
Grace, which Is such an essen
tial feature of proper dancing, can
best bo uchieved by dancers who
follow the modem, nthletic. tradi
tion of slcnderness and moderation.
It sIb gratifying to obsorvo that the
national advertisers have taken
this factor Into consideration; lor

ing aesthetic form and significance
