DO WI NEED A NEW COURT HOUSE?
To the Editor:
In thin court house mntter why not he Bennille and IhihI
ness like? There In no crying need for a new court house at
the present time. Then why rush In and build one. hooxtlni:
taxes which are already hlR enouKh and mulillinR the people
with another lante bund issue. Why not ko on as at present,
usins the present city building for a court house, which answers
every need, and perhaps creating, u Rinkini fund which can he
used for a new court house five or ten years hence. Under,
present conditions this would be the policy tit any Rood business
man. Why shouldn't Jackson counly observe similar rules
Rood business. O. U WILLIAMS, Medford, Oregon.
This communication merely illiistiti.'H how ninny people
.lo not . niulersiiind the' court house situntion, even in its most
fumliimentiil nspeelH. The only explanation riwii'tliiif,' Mr. "Wil
liams, is thai he has not read the newspapers the past five
years, or else he ffmst, he a recent, arrival, who is guilty of
I'lirmiiij an opinion, without first, deleriiiiiiini,' tlie facts.
.
w
B SL'ri'OSED everyone
far as Jackson county is concerned. The sinking fund our cor.
respondent wishes to raise has already lieen established. Thanks
toy the O. and C. land (i'ant, refund, Jackson county has
!S.Jfi0,000 lyint? practieally idle in a c(ini't house sinltini? fund,
and an additional sum of approximately $40,00(1, making a
total of :100,()00.
As we understand it, this money, according to terms of the
legislative act which authorized it, can he used for no other
purpose than the construction of a new court house. Because
of the 'condition of the money market, und various legal re
strictions, the county has been able to secure only about 2 per
cent interest on this amount.
Here, then, two of the main contentions of our t corres
pondent' are autonialically eliminated.
'"'
TpiJE THIRD coiiteiiiioii that there is no crying need for a
court house, that the present temporary structure is en
tirely adcipi.ntc and can be used fyr five-or tun years more,
also, disappears, in the light of existing facts, as dew before
n Jjoonday sun.
The present court house iH now overcrowded, there being
no room for the District Allorney's tilTices, the legal adviser
of the counly' court, nor for the County Agent, (piarlers
being renled elsewhere, at an expense to the county of $140
per month.' Tlie Justice Court should also be in. the court
house, but because of inadequate space, has been quartered in
the Federal building, permission to use this space only being
granted until the new court house should be erected.
Obviously such an arrangement is uneconomic and ineffic
ient. County depart nients, courts, administration offices, etc.,
should be grouped TOliKTIIKI!, fur there is almost constant
communication necessary between. Hieni. When this is not
done, needless delays, wiisle of lime, and duplication of effort
arc unavoidable.
Moreover, we Jiavc yet to talk with n county official or em
ployee who does not agree that the temporary court house in
its present location, renders efficient transaction of the county
business practically impossible. With continued growth and
congest ion, more noise and nioi'o dirt, use of the present qunr-,
tern through a period of five or ten years would, lo say the
least, be as far fropi observing the rules of good business sense
as anyone 'could imagine.
CO IN Til K L If! I IT of facts, which no 'informed person dis
pules, not a single point advanced by Mr. Williams .holds
water for an instant. Yet judging by some comments wo have
heard since the court house campaign opened, he does not rep
resent, such a hopeless minority, ns many people may suppose.
x
T WAS HKCAUSK of this surprising condition that The.Mail
Tribune slarted, a week ago to gi! the fuels concerning the
new court house, so the people may know what they are voting
on at the election a week from tomorrow. We didn't believe
then, and don't believe now, that any haranguing from the
h-Hise tops is needed. We are convinced that if the people are
given the truth, the essential facts as they exist, they will
agree, by au overwhelming majority, not only that a new court
house must be built, but must be built now; and that it should
be built on the Washington school site because it is:
The best available site.
The site the County Court unanimously selected.
And, therefore, ' the site Medford promised to fur
nish when it was made the
Keecnt developments demonstrate, once more, that what
ever power controls the went her, Mere Man has nothing to
do with it.
,Tlu commission form of government may have faults, but,
at that, it is better than the omission kind.
The next big eclipse will be staged in Oregon on May
for the particular benefit, of about L'OO candidates.
