coveniinent for Oregon, upon which the peoplj must vote next
week.
iVot only wum q debate interesting in itself, but it pro
vided an umiHual opportunity for the electorate to secure all
the1 data jiu-cetwary, upon whicli to base an intelligent decision
next Friday, secure it in the minimum time, and under the
most favorable NLirroundinx.
AVilliani DauKherty and Oeopre Winne of Bedford, favoring
the adoption of the measure, won the unanimous decision of
;he judges. The decision, however, was not based upon the
relative merits of the question, but entirely upon the debuting
skill exhibited, the superiority in presentation.
Had the Medford team been given the other side of the
argument, they would on this basis, o doubt have won a vic
lry over their very earnest and prepossessing, but less ex
perienced,, opponents.
Old General Inertia
Nevertheless, we believe a vast majority of last night's au
dience will go to the polls on Friday and vote for the cabi
net system in this state.
For from the mass of information presented, it was clearly
r.otahlished that such action will give Oregon a more efficient
and more satisfactory form of government, than the one under
which it has muddled through, these many years.
On the other hand, tlje voles of this comparatively small
audience can not materially affect the result in Jackson county,
Aiitl with the people as a whole taking n interest in this fca
1 tuo of the primary, OR ANY OTIIKR, there is every proba
bility thai old (iencrai Inertia, as usual under such circum
V.anees, will succeed in defeating this effort of constructive
progress. t 1 !
Vote for a Change in Oregon Government.
However, believing the cabinet form, while no eure-alf,
would unquestionably give us a better form of state adminis
tration, as it has Illinois, Pennsylvania, Massachusetts, Cali
fornia, and ten other states in the country; we herewith give
it our endorsement, and urge our readers to vote for it.
We have no space to go into the details of the proposition,
for and against, but will base our ease upon the following con
tention alone; .
AVe live in v representative government. Vfv. send delegates
to Salem, to settle complicated legislative questions, because
we, busy men and womon concerned with a multitude of per
sonal affairs, haven't the time to do so ourselves. ' '

1 USK IT? The representatives of the people of this state
assembled ut Salem, studied this matter of a cabinet form for
many weejes, Ayent intvit ftm,Ilu sides ju-o and eon, and ap
proved by til? committees, the measure was. passed y both
houses and signed by, the Governor.
This does not mean that, every voter willy nilly, must in a
referendum, vote to uphold the action or the legislature. Hut
it does mean (hut the burden of proof rests squarely upon the
shoulders of those who refuse to do this.
In other words, unless you wish to repudiate representative
government and unless you know' that' from your standpoint, a
cabinet form of government is NOT desirable, to support the
action of your representatives' in Salem, is untpiestionably a
political duty, and a moral obligation.
"Hut I don't know whether I inn for or against it." That
was the plea delivered in this office today. "Don't worry.
You have plenty of company."
YOU don't know because you haven't the information,
haven't studied the matter. Precisely. And for that reason
yon sent your representatives to Salem, so they could get the
information and could know, and could take the definite and
intelligent action,, which ltvou, as a luisy citizen, couldn't take.
ITOW WHAT becomes, of representative government, if you
refuse to si and hack of that government, unless you,
yourself tin the. work you have delegated that government to
do? It goes into Hie nsh limp;
i So we are for, the cabinet form of government, because we
believe it will .give, a -better, more economical and more effic
ient form of government to Oregon, and we further maintain
that those who can't produce facts to refute this claim, shouhl
support the action of the Legislature ami vote for it.
