WASHINGTON, May 2. (A) To
fjtchU've a greater degree o econu-
mlc stability for the future, I'resl-
J. uunt iioover is planning an cx

I kct collapyjrj the lust ymii', tl
boom perioV which preceded It and
Hie depression whtch followed.
; If his proJecPmeets with cO'"--5
approval, the. chief executive- in
v tends to institute the inquiry when
the present situation "clears a
: little." nnd, to carry out the in-,
i vest iRiil ion, he contemplates the
$ appointment of a commission rcp
residing the various fields of en
f dea voi involved.
I Mr. Hoover made this known
, last night in delivering an address
before the Chamber of Commerce
;' of the United Ktates. in wlfe'li ho
also expressed the opinion th.-g the
worst effects of the securit crash
are now past with a renewed pros-
ieiity lying just 7ieud.
'y The chief executive described
;.. the si9dy of the depression of lOlil
which ho undertook as secretary
of mm or eo and told of how ttie
7. experiences of nearly a decade ago
' had been applied to counteracting
the business decline of the last few
untl.
k The nation, he said, has advanc
ed in methods of stability in Re
cent years, adding that "the de
velopment of our credit system,
our sliaistlcs, our methods of
security and relief in depression"
all show progress.
"Hut," ho affiled, "thS whol
range of our experiences from this
boom and slump should be placed
under accurate Gemination with
a view io Diuiid oeierininauon oi
wnat can no done to achieve great
er stability for the future, both la
prevention and remedy. Jf such
an exhaustive examination meets
with general approval, I shall,
when the situation clears a little?
move to organize a body repre
sentative of business, economies,
la In ii and agriculture to under
take It.
CiHiperaticm Needed
"I do believe that our experience
shows that we can pryduce help
ful and wholesome effects in our
economic system by voluntary co
operation through the great asso-
iations representative of business,
ndustry, labor, and agriculture,
both nationally and locally."
The president said that in his
opinion the intensity of the specu
lative boom which reached its cli
max in the crash of last fall was
as great or greater than that of
"any of our major manias before,"
but that the intensity of the slump
which followed it had been greatly
diminish d by the ef Torts that
were tu counlernft it.

U. Wood, chairman, relative mar- ;
ket expansion for pears, and to
hear a preliminary report of Prof.
Henry Hartman, Oregon State col-1

study of storage and marketing
conditions in New York City.
Chairman Wood will Online the
views of recent meetings of tho
Winter Pear committee as to com
ing plans. Ue will leave soon on
a three weeks trip to Chicago, De
troit, Cleve!nl, Pittsburg and
New York. Conducting of a Hose
pear campaign in two of these
cities, this year, is under consider
ation. Tho success of tho Detroit
campaign last year, demonstrated
the feasibility of rgirketlng cum
paigus. J leretofore, Hose selling
has been largely confined to New
York City ami the tendency of
growers and shippers is now to
broaden the market.
Chairman Wood on his tour will
investigate storage and ripening
facilities in four cities. Prof.
Hartman's report will discuss tho
Winter Pear marketing situation,
and holds that one of the main
polios is to present the pears of
all varieties in first class eating
condition. This makes ripening
shells imperative in extensive and
successful marketing.
Prof. Hartman will make his
final report on his New York City
researches at a mooting to be held
late In June, and Chairman Wood
will make a report on his observa
tions at the same time.
There will bo a large attendance
at the meeting this evening, as
market expansion is of vital in
terest allko to valley growers and
shippers.
