Congress has had the tariff hill for five months and accom
plished nothing. It is very douhtful if in the regular session
anything definite is .accomplished. The reason is polities,
Imlh sides jockeying for some political advantage, without re-
ga.,1 to what the country u,oAh

a OUKOVKIt, politics is not
IVi is had for politics. This is not only our opinion, it is the
opinion of .Mark Sullivan, one of the country's keenest political
political ohservers, and it is the deeply held conviction of nine
tenths of the Senate. In (net, strong expressions to this effect
have heen made hy at least "0 Senators.
The Hepuhlican parly, for example, under -President. Hoo
ver's leadership, has a very important p'-ogriim, dealing with
the improvement of inland waterways, consolidation of rail
roads, radio and aircraft regulation, federal reserve and branch
hanking control, anil many other
tn the country.
But because of the tariff jamboree, nothing' has been done
regarding t hit program, and, until the tariff is out of the way,
nothing promises to be done.
';'
NOII is there any (It-finite party division on the tariff. The
Democratic South is as strongly in favor of tariff protec
tion as the industrial North. The division is not political but
geographical. The .Middle West and rural districts on one
side; the East, South and metropolitan areas on the other.
In other words, Ihc problem is essentially an industrial and
economic, one, and shnuld be solved by a non-political commis
sion, composed of experts in these departments.
Then their findings could be subject to review by the Presi
dent through the llexihlc tariff provision, and perhaps final
approval by the Congress.
I'nfil this is done tariff revision promises lo remain what it
is now, a nuisance anil a bore, embarrassing autl demoralizing
any federal administration that attempts it.
