AN INTERESTING SUGGESTION
4 KAN Willi. K it is reassuring to learn that the committee
ITX on law enforcement recently appointed by I'resideut Hoo
ver is hard at work. Fortunately, they are not types who will
be stampeded one way or the other by political threats or popu
lar clamor.
They are ullackiii"; the problem- us it should be attacked,
froin all sides, und without any preconceived opinions, or fixed
ones. And while they will probably make no public report for
many months, when the report is made we venture to say it
will be the must stiinuhitine; und. important pronouncement is
sued in the present generation.
In this direction it is interesting to note that suggestions
are coming to the committee from all parts of the country, one
of the most comprehensive being from AVade If. Ellis, promi
nent attorney in Washington and former Assistant Attorney1
(ieneral.
In commenting upon this JIark Sullivan, well known news
paper correspondent and author, says:
As respects law enforcement In general, Mr. Kills mnkeB ton
recommendations. To slate tlieni hern very briefly und, there
fore, wltli the handicap of omitting Mr. Kills' convincing argument
for each point, his recommendations are:
"Stronger police departments in the communities where they
tiro most needed, and more, and hotter paid judges, prosecuting
attorneys, and till anlhoritles that have to do with detection and
punishment of crime.

the pistol, except, under slate or government supervision.
"I'romplly deport all aliens convicted of major crimes.

hut hideous and cowardly, by emphasizing the citllso ot the

"The pontile themselves, in every state and every community,
must get Into this fight lor orderly government. Our whole
trouble has been produced by the complacency inid-supincness
o( millions of good men mid women all over the land."

Mr. Kills' concrete suggestion about prohibition enforcement
has to do wllli I lie fact that some states do not enforco It. Thu

eral government should withdraw from ordinary local prohibition
enforcement within that state. The federal government would,
or course, contlntio to prevent smuggling Into Wisconsin from
Canada. The federal government would iiointedly and with par
ticular care help to prevent smuggling of liquor frorri other states
Into Wisconsin. The federal government would also within Wis
consin 'suppress wholesale manufacture of a sort likely to ho

withdraw from liunllng down or punishing or preventing small
federal violations within Wisconsin of the sort that a state Is
