Miller declared, however .that Mil
ler did not seek the appointment,
but had been prevailed upon to
accept it if ft wore offered til in.
Miller became secretary of the
state railroad commission, out of
which grew the public service j
commission, in 1X!KJ, and served In
that office until 11)10. In the hitter

of the commission to succeed Os
wald West, who bad been elected
governor. Miller served as com

Miller did not retire entirely
