gon legislature will become effect-1

rying the emergency clause and
those providing some other effect-!
ive date. A compilation prepared
by the secretary of state shows a
total of 427 new acts. This total,
however, Includes nearly 760 acts
repealing obsolte legislation.
Among the most Important of
these are the taxation measures, an
act changing from January 1 to July
1 the date for changing motor ve
hicle licenses, and an act reducing
motor vehicle licenses by about 25
per.cent, both effective in 1930; the
measure consolidating into one
board the boards of regents of state
institutions of higher learning and
an act creating two new circuit
Judgeships In Multnomah county. ,
Among the taxation measures are
three revenue acts effective in 1930.
These are the income, the excise
and the intangibles tax acts. The
referendum, has been Invoked
against the two former. Petitions
have been completed in the Income
tax referendum but in the excise
referendum they are held up by liti
gation challenging the attorney
general's ballot title, and may not
be completed by June 4, the final
date on which they may be filed.
The bill giving Multnomah, county
two more circuit Judges Is also be-
ing subjected to the referendum,
' and the education board is under
attack in the courts on the question
of constitutionality. This m'easure
Is to take full effect July 1 by spe
cial provision of the bill, except
.'hat for the first two years the
board would allocate no funds ap
propriated for the several Institu
tions. After that It is given full
authority to. distribute the funds
among the Institutions as It sees
lit.
Effective Tuesday

Placing maritime workers under
workmen's compensation act.
Abolishing court of domestic re

and special tax levies in the state
or its political subdivisions.
Authorizing prohibition, traffic
or any other Btate officers to make
arrests for livestock thefts.
Taking limit off number of traf-.

Increasing salaries of circuit
judges.
Providing for licensing of meat
dealers and stamping of meats as
protection against cattle rustling.
Providing of from 200 to $500
and penitentiary sentence of from
one to five yars for second offense
of driving motor vehicle while In

salaried tax commission and state
wide control of assessments by this
commission.
Reforestation act.
A measure placing on the state
corporation department the regu
lation of corporation owning or
controlling a majority of ny bank
stock, and directed at bancorpora
tlons, is not effective until Janu
ary 1, next.

Mr. Jones went Into Grants Pass

present at the rehearsal of Mrs.
Butts' music class, of which she Is
a member, and he spent the week
end visiting friends and relatives:
