dent Hoover fighting for a lower tariff than several of liis
Democratic opponents, who traditionally are opposed to any
protective tariff at all.
With this Democratic ' minority against the President will
'be the high tariff Republican bloe, under the leadership. of the
conservative Senator Reed of Pennsylvania. ..... .

he were less sincere, less conscientious, less concerned with what
he believes to be best for .the people, of this country as a whole,

But he isn't built that way. In this tariff matter, for ex
ample, "he realizes more dearly than any other man in Wash
ington what the world is like today, and how it has changed
in twenty years, and the. many serious factors involved..

For the new tariff Is going to write a new chapter in foreign
relations.
From Canada and South America alike there have come
warnings of the certainty of evil consequences If the new Con
gress shall predicate its measures of farm relief upon a further
and considerable raising of the tariff as It affects the agricultural
and cattle interests ot our American neighbors.
Thoro can bo no doubt now that a boosting of the tariff will
bring roprlsals. True, there are farmers whom a wheat and
cattle duty would benefit -but, If they are benefitted, it must be
at the cost of our good customers in Canada and South America.
The next move of those countries will be to put prohibitive
duties on American products, and bo to open the door wldo to
Kuropotin exporters. -
Canada is In a position to strike back. While American ex
ports to Canada amount I o nearly a billion annually, Canada Bends
us no more than half as much. And much ot what Canada gets
from us she can JtiBt as well get from Britain, Germany and Bel
glum. In recent years we havo overtaken and passed Britain In
the Canadian market; but It would require no considerable ele
vation ot tariff upon American goods, as contrasted with those
of British manufacture,, to permit John Bull to ride back to his .
old situation. , !.-"'
- As for South America, I recall one expert In Latin American
Affairs who warned ma In Washington weeks ago that an In
crease ot a tow cents In the duty upon linseed oil would destroy
, the last lingering Imno'tt -incident to Mr. Hoover's South Ameri
can excursion, at least' insofar hb the Argentine Is concerned.
Nothing would ho muro easy or natural-for Argentine than a
. policy of reprisal which would advantage the - European nations
eagerly seeking to regain lost ground, ready to make reciprocal
agreements to please tho Argentinians. ,
President Hoover knows this. . Congress is only concerned
with pleasing the constituents back ;home.
It's a forbidding Outlook from the. White House standpoint.
If President Hoover successfully rides the' storm, even his eno-
mies will have to couccdo his friends', olaim of true greatness.
