and that the special session will
encounter a controversy on this is
sue which will be at least, a re
minder of that waged over the
equalization fee in former years.
Whether this trouble will see the
White House ranged against con
gress again Is still fur if iom appar
ent, but leaders are convinced that
congress itself is in for a difficult
time before the question is settled.

controversy will go no further than
