ning Star, Mr. Mellon outlined
plans of his department for im
proving tax administration, debt
refunding and budget savings. Tho
eminent financing, he said, wern
the quick repayment of national
obligations, tho maintenance of
expenditures within income, and
the upholding of public credit.
The possibilities of bettering and
making more equitable tax levy
ing systems, he declared, were al
ways before the eyes of adminis
tration officials,
"No other part of our financial
policy has been more consistent
ly maintained than that providing
for the prompt payment of publln
debt.'" he said. ' After the World
war( this policy was continued.

reduced to manageable propor
tions and about 9300,000,000 a
