into a fight with the lemoerats on
his proposal to' Unlit the intended
extra cession of the new congress
this spring to the consideration of

Senator ltohinson, of Arkansas,

the war cry today with a declara
tion against the president-elect's
proposal which he terms unconsti
tutional. "There are many things on
which legislation will be needed If

there is no constitutional method
by which the senate can be limited

duties."
