The foreigners are given instruc
tions which nro necessary before
citizenship papers are granted. Ap
proximately 12 per cent, or one in!
every eight of the population of
the state, is foreign born. The'
provisions of the restricted iniiul
ration act permit approximately

For the majority of the counties
in the state the. foreign born popu
lation does not constitute more

and Tillamook counties, the for

total. In Multnomah and Colum
jltla counties.the foreign horn popu

and 0 per cent respectively, and
in Clatsop county 30 per cent of
the total population. In other
words, in Clatsop county one out
