After guards had called for aid,

day quelled an uprising among
nearly 600 prisoners In the county
prison at Holutcflhurg. Tho rub
was discharged Into three of the
eight corridors forming a whoel
within the Institution.
Huring the disorder, which be
gan yesterday and continued In
termittently until this afternoon,
prisoners tore mattresses, broke
cell furniture and shutcrcd some
of I he wooden doors on the In
wide of their Iron barred cells.
No one was seriously Injured
during the disturbances since most t
of the prisoners never got nn op
poitunlly to leave their cells. No
firearms were found nmong the
prisoners.
Trouble at the prison, has been
brewing for several days. Pris

The report continues to recom
mend that legislation be enacted
to permit cities to fix and retulate
telephone rates and service, meth
ods and practices and all terms and
conditions upon which a telephone
company may use the streets of a
city or carry on business therein.
Telephone rates in Oregon, the
report slates, are too high and for
years the trend has been steadily
upward, while rates of some of the
major utilities have been steadily
decreasing.
Objectionable praotlces of tbe
Pacific Slates company are enum
erated to some extent. They In
clude the fixed and arbitrary in
stallation charge, which apparently
Is used as a device to raise more
revenues; the Pacific States com
pany collects lo advance for serv
ices rendered, thus placing at the
disposal of the .companies an un
earned woiklug capital of several
thousand dollars each month.
