whatever, brought to an end the civil war in Monteneiiro
which followed the World War anil accepted the surrender of
the two opposing armies "in the name of the l.'nited Stales
Food Administration!''
This funniest chapter of post-war history, heretofore un
published, has just been revealed by no less an authority than
Herbert Hoover.
The story, recounted by Urnce Harfon, the writer, in the cur
rent issue of Cosmopolitan, was 'brought to light, Burton re
lates, when he commented casually on nn ivory-handlcl dagger
lying on a table in Hoover's Washington home.
Mr. Ilnover, telling how he came into possession of the dag
ger, related the story of tho unique Montenegrin surrender
which Harton retells in the Cosmopolitan as follows:
Atoiitenegfo, which had fought the Allies in the World War,
quickly split into two armed camps after the peace of Ver
sailles to settle an ancient dispute which existed between Hi,'
clans of the little mountain kingdom. Within a few days the
men who had fought, side by side were engaged in a bitter civil
strife. ' ,
The only neutral was a young American lieutenant who rep
resented the I'nited Stales Food Administration., He wired to
Ifiiover in Brussels that the country was starving, and Hoover
dispatched n shipload of food. The difficulty was to arrange
with the warring Montenegrins to unload it. The lieutenant
called u conference of the opposing generals, and after a long
discussion it was agreed that Army A should unload during the
day; then there would follow a one-hour truce during which
Army It would come on j,s the night shift.
The young officer took Occasion at the conference to point
out the folly of the war, '
"You ought to bo plowing and getting in your crops," he
told them. "This food will spoil he exhausted and if you don't
raise enough to, carry you through next winter, then God help
you j the United States won't,"
They agreed with him but said there was no hope.
"Why"
; ' .
"Because a war can only end when one side has been' de
feated. A compromise would be contrary to all precedent in
Montenegrin history."
But after another parley when tho ship was unloaded, the
chief of Army A advanced a brilliant suggestion.
"We could both surrender lo tho United States. That would
end the war and save our honor," he offered. The other gen
eral agreed, and the lieutenant agreed to accept the surrenders
with both nrnmvj driiw'n up in the main street at 4 o'clock the
next afternoon. . ' t
It seemed a hnppy solution. But the ambitious subaltern
was awakened iu the night by. a horrible thought. "I am only
a lieutenant, he considered. ''What right have 1 to accept the
surrender of two armies in. the name of the United States? Sup
pose I'ershing should hear- libniiit. it; how do I know 1 shouldn't
be shot?'" V ,
But before the time for surrender n happy thought had come
to him. He would aocept the surrenders and end the war
but not in the name of the I'nited States!
At -t o'clock the rival forces were drawn up, scowling at
each other. The commanders advanced, ciTch bearing an ivory
handled dagger and sword. Between the .two ranks rode the
lieutenant to accept the arms, then, in n voice that echoed in
the nearby mountains, ho cried:
"I accept the surrender of these armies in tho name of the
United States Food Administration!"
The first that Hoover learned of how the pence was accom
plished was when the lieutenant showed up in Brussels with
the ivory-handled daggers and Die story. The then food admin
ittrator gave tho young officer one set of the arms, keeping the
other among his most prin'd mementos.'
