The acceptance speech of Senator Curtis, however, merely
emphasizes the fact that on this issue there is .relatively speak
in!,', a clear-cut party division, and, ns long as Al'. Smith is the
leader of the Democratic party, it promises to be tjie only, issue,
in which there will be as sharp division of opinioi i.

in this country is not satisfactory. Hut they disagree radically j
when it comes to a remedy for the .situation.
Smith favors a modification of the Volstead itiov, which, if1
we understand him correctly, would allow those states whieh
wish to legalize the sale of intoxicating liquors to do so.
Mr. Hoover condemns this procedure jis nullil.'ication oC 'the
fundamental law, but expressly states he has no quarrel 'witlr
those who wish to 'bring about a change in the fundamental
law, through legal and constitutional channels.
So there the issue is drawn. Perhaps the time will come
when this perplexing problem can bo withdrawn i'ro.'A pu rtisan
ship, but that time is now far distant.
The only immediate hope is that the result of this election
will so clear the atmosphere, and so crystallize public opinion,
that, both major parties may agree upon a common starling
point, from which the problem must, be attacked.
