one from Commissioner Mann ask
ing; for suggestions that might be

final draft of a proposed new fran
chise for the company.
Mr. Iluchtel asserted that tin;
company has violated orders of tliv
public service commission with
"impunity" and that the commis
sion itself "chloroformed" one of
its own orders pronouncing tho
company's rates "unjust."
Mr. I.uchtel was a member of
the .commission that fixed the pres
ent rates eight years ago.
Huchtel stated that when he and
the other two members of the com
mission fixed the present rates
they were confronted with war con
ditions; that they were emergency
rates, and, the emergency having
passed, tl e rates should have boei
lowered long ago.
