All the signatories would be re
leased from their obligations to the
offender if olio of the signatories
should violate the pact, which
would be offered to all nations for
signature.
The treaty specifically provides
that it shall not infringe on the
rights or relieve from the obliga
tions of signatories under other
International arrangements, all are
pledged, however, to seek the set
tlement of differences among
themselves hy peaceful means.
