ISSUE 10
The heaviest legislative work over
dona by the city council at any ono
meeting was the rncoro of thai body
last night 'when JO, ordinances and
resolutions were paHsed incident to the
'coming special election iu October, in
cluding the one apttfng the call for
this special election on Thursday,
October 8, from S .AM.-lo 8 P. M.,
with 17 preclnata at as many balloting
places.s"' . :.; 'v ;- (, -
The chief proposition" to be submit
ted to the -voters of Medford that day
iB the proposition to issue J976.000 in
watof bonds for the purpose of estnb-'
nshment. or new.. water system with
the Big; Butte springs as the source
of supply. The ordinance outlines It
as "for the purpose pf procuring funds
to make additions," betterments and
extension to the -water., system of
Medford." ,
The-- proposed seml-anuuul serial
bonds will mature ID 30 years and bear
Interest not to exceed 5 per cent per
annum.. . Of the , proposed S975,000
water bonds, 1100,000 will be for the
betterment and" extension ' of larger
water mains. '. ....
Another important ordinance to
come up at the special election la tho
proposition to Issue $50,000 in bonds
for a new city hall structure and to
authorize the sale of the present city
hall, for which the city has already
been offered $25,000 by a prospective
purchaser. The passing of this ordin
ance is to pave the way for- the pro
posed removal of-the courthouse to
Medford .from . Jacksonville, the new
city hall to be occupied as a temporary
courthouse while a permanent court
house is being erected in the city. Of
course, this plan is contingent on the
voters of Jackson county approving
the removal of the courthouse to this
city,. U they do not the $30,000 bond
Issue becomes void.
A : number of the ordinances and
resolutions passed last night related
to charter amendments to he submit
ted at the special election.
Another ordinance provides for the
submission of the question of annexa
tion of a number of outlying districts
at the special, election.
Still other ordinances provide for
submission ut this election of the
nuestion of approval by the voters of
the city giving land for a ' residence
lot' for the park superintendent Bnd
also lor a headquarters to the Crater
national park; and also the giving of
land by the city to the Crater national
forest for a field .headquarters In
Medford.
Also in the batch' of matters to be
submitted to the voters Is a proposl
tlon to increase theMuud limit of In.
debtedness of the cftv from 10 to 12
mills. This measure will make, it pos
sible to Increase city taxes later If
the voters decide to have more streets
or make other Improvements.
The voters at this special election
will also pass upon the proposition to
approve of the city Council consisting
of eight members, as now,: two from
ach wnrd. one to '-be . elected for a
two-year term and1 the other for a
l'our year . term,, thus insuring that
there wlil always be experienced conn
ciimen left over whenever the City
administration changes..
Last night's meeting was also the
most tlrcBonie and tedious In the city's
history, as each long measure had to
be read three times and votsd
City Attorney .1. H Carkln did the
reading. City Recorder Alford did tho
recording of tho proceed ngs. wn ten
were presided over by Mayor Alcn

Dlllnnl, city water export. Only a
quorum of councllmen-woro present,
'he five members being Messrs. Orose,
.lacobs, Hammond, Iilllott and Mc
Donald. Councilman Hubbard and
.lanno.v are away on their vacations
and Councilman Paul was unable to

formally passed on last ttlKht had been
previously, decided' on unandnomdy by

: The heat of yesterday with a maxi

record-breaking for August, seemed to
be generally noticed by the local puli
lio more than the heat tfnella of Julv
and many Medford people were under
the linn res Ion that yesterday was
the holt em of the year ho fur. Many
complainod of the heat of lain night,
especially; and today up to early this
afternoon seemed to be' at least as
warm as yesterday If not warmer.
So .-warm was It during; last night
that the early minimum of today was

jo relief from the present heat
