PICKING. ' Aug. 0 (A. P.) Dr.
Hnrvey J. Howard of the Peking
Union Medical college, who was cap
tured by Manchurlan bandits on July
20 when Morgan Palmer, an American,
was killed, is held by the bandits at a
place about 20 miles from Fuchow
llsien, which is the nearest station to
Palmer's ranch on the Sungarl river.
This Information was contained in a
telegram sent to Harbin by Samuel
Sokobin. the American consul at Har
bin, who is attempting to obtain
Hrward's release. !
The telegram said that Dr. Howard
was bolng well treated. Officials of
the Manchurlan province of Holung
Kiang have assembled at Fncliow-
Hsien and are ready to begin negotia
tions with the bandits for Dr. How-1
aril's release. Other members of the
party which was at the Palmer ranch 1
when Palmer was killed nnd Dr. How
ard captured, including Palmer's
mother and Dr. Howard son, James,
are expected daily at Harbin.
