LONG SINCE

evening was a frost. There were no books about, the shack, to
ease the deadly grind; a horse book mid nn almanac were nil

wish the evening gone, and in their chairs the men would rock,
and groan and cuss and yawn. The town was many vcrsts away,
and no one yearned to go to hear a lecture or n play, or see a ,
wild beast show. Our lives were barren ns the lives of Eskimos,
whale-fed ; mid men and damo.els and wives till wished that they
were dead. Last month I journeyed back again to see that
sweat-stained soil, and teetered down the wold and glen whore
once I used to toil. I spent an evening in the shack and gos
siped 'with the folks, and no one combed an almanac to resur
rect old jokes. A phonograph, quite fit for queens, played
chaste, uplifting airs, and there were books and magazines on
tables, floors and chairs. The youngsters of the household plan
ned to go to see a show; they had their motor car at hand, with
gas to make it go. They were in touch with all the things that
entertain and charm; "The world has moved," I said, "by jings,
since I worked on a farm." It's getting better every day, this
world in which we dwell, though pessimists may weep and bray,
and gnash their teeth and veil.

I have Just read In The Mail Trill-1'
une the news article stating thnt the
city council has placed a license on
dogs and at the same time refused
to allow them upon the streets. 'The
latter part of May I called up the
city attorney and asked him If It
was legal to license a doglkept with
in the property lines of the owner.
He stated that he had not looked up
tho law regarding It so I would like
to nsk just what It means.
It seems to me that no dog catcher
Would have the. audacity to enter a
man's residence or yard and tako
away his dog or nnythlng else ho
owns. As 1 look at it tho license
issued by a city or even the state
is for the purpose of showing owner
ship and a permit for the animal to
have its freedom., It is comparable
to licensing an auto and then for-;
bidding It to bo used . except .-upon

There Is no doubt that a city nun
the right to license dogs which use
its street, but I doubt r the . legality:
of a city charging a license for'w dog
to use its master-'s house. , 1 do not
