RAILROADS TO END

cago. Milwaukee nnd St. Paul rail
way told the traffic club of Minne
apolis today that the factors causing
the recent receivership of the road
were the war time disturbance of
economic conditions, the die vision of
traffic to the Panama t canal and
motor vehicles, the acute business
depression of the northwest and the
"extensive control by the. govern
ment," of the railroad earnings, ex
penses and operations. I

"could have been foreseen fifteen or
twenty years ago, and their adverse
.affect has not been confined to the
St. Paul road. Many other railroads
have been doing business with profit
for several years and others are only
able to " pay dividends because of
their heavy Investment in other lines
more favorably situated." j
Articles appearing In the press
relative to the St. Paul's financial
condition were In some cases "color
ed according to .the prejudice of the
writer," Mr. By ram asserted in set
ting forth that for a number of years
"it has not been possible for a rail
road lo seriously misbehave even if
It wished to do so." j
Government regulation and super
vision, he said, precluded Improper
conduct of a railroad's affairs.
Turning to motor transportation,
President By ram said It was a mis
take to assume that the" railroads are
not intensely interested in the possi
bilities in that field. In some lo
calities, he pointed out. motor cars
already have been installed by rail
lines.
. Rather than ask "what are the
railroads going to do about the motor
truck?" it would be more appro
priate to ask what the public is
going to do about It.
"The railroads cannot maintain
servico indefinitely," he said, "where
their trains are not patronized.
"The railroads are not trying to
eliminate tho motor vehicles, but
merely wish to bring all phases of
the situation before the people so
they may realize the unfavorable re
action against themselves In diver
sion of business needed to pay the
running expenses of the railroads."

district for April, 1925. show that bus
iness activity remained steady despite
the usual seasonal "decline and such
unusual features as tho abandonment
of more than 50 per cent of the win
ter wheat acreage and widespread
damage to berries and decidous crops
throughout the district due to unfavorable-weather.
Decline In total vol
ume of trade as compared with the
previous month was less than that
which usually occurs at this season
of the year. The total volume of
credit extended by customer banks of
the federal reserve system increased
during the month, as did the total de
posits of these banks.

ord levels. Twenty of the principal
cities showed a totaltol of $41.&!)3.SS2
or twenty per cent greater than In
April. 1W24. However, estimated total
construction costs were about one per
cent less during March and April than
during Jnnuayr and February.
The employment survey of the, dis
trict bank during April shows a slight
decrease in volume of employment in
Oregon as compared with MarcTi, due
to declines in the number of work
ers in the lumber Industry.
Approximately 53.4 per cent of the
winter wheat acreage was abandoned,
there being but 1.750,000 acres re
maining to be harvested out of a total
of 3,753,000 acres sown. This aban
donment was largest in Oregon and
Washington where the crop in many
areas was destroyed by cold weather
which preceded tho winter snows. A
large percentage of the abandoned
acreage has been resecded to spring
.wheat, however, and weather and soil
I conditions have aided the growth of
, this crop.

TITHING ACT WILL
FACE REFERENDUM
SALEM, Ore., May 28. Just before
midnight last night completed peti
tions for the referendum of the tithing
bill were, filed with Secretary of State
Kozer who on the last day allowed by
law for filing referendum petitions,
kept his office open after five o'clock
to receive them. The petitions contain
9350 certified names.
With the filing of the tithing bill
petition, that measure, the bus bill and
the tobacco bill are all held in abey
ance pending the outcome of the gen
eral election In November, 1926.
The tithing act Is designed to re
quire all self sustaining state institu
tions to pay into the general fund of
the state, ten per cent of their annual
revenues. It was one of the state's
financial program measures. .
SALEM," Ore., May 28. Governor
Pierce yosterday sent a telegram to
the secretary of the navy asking his
efforts In helping tho state of Ore
gon locate the silver service that
was once the property of the battle-
shin Oregon and which was present
ed to the ship by the people of T7ve
state when it was commissioned. The
cost of the set was $25,000. TTTe
service appears to have disappeared
when the Oregon went out, of com
mission. Possibly, it Is believed,
some quartermaster may know where
it Is. . , . . .

bout at the Yankee stadium with

McTigue must desert the defensive
tactics which nave featured his no
decision bouts and exchange blows
with his challenger or he will lose
his crown on a decision. There Is a

render a decision unnecessary, but
