and at sea seems to have developed
from Uncle Ham's blockade of rum
row off the north and Mid-Atlantic
coast.

idly diminishing, newspaper observ
ers say and prices are going up.
Meanwhile some of the rum fleet are
presumed to have given up tho cam
paign of attrition and headed for home
ports in othr lands, either hopefully
to replenish their supply of food and
water or to conclude thut the dry navy
Is too strong for them.
Any retreat that may huve taken
place from rum row so far. however,
has not yet been substantial, so far
afl Is indicated by meager reports from
the scene of the passive warfare from
twenty to forty miles off shore. In
fact, four new ships, including a large
Gorman ste.am.shlp, have arrived on
tho row.
Rut the new arrivals had not known
of tho blockade. Like the vendors
already orrthe row they were prompt
ly picketed by units of the dry navy,
which has two small boats watching
every rum seller and big cuttors. in the
