PEK1N, Oct. 3. (By the Associat
ed press) The Chinese foreign office
has forwarded a protest to the Rus
lan government at Moscow against
the reported signing of an agreement
between soviet representatives with
Gnernl Chang Tso-Lln, Manchurian
leader. The protest is a renewal of
one already lodged with L. M. lvarak
han, tho soviet ambassador.
In., tho agreement with General
Chang, considered an outlaw hy tho
Pekln government, tho soviet accord
ed the Manchurian recognition with
the understanding that ho would not
Interfere with tho operation of the
Russian owned Chinese Eastern rail
way, a link in tho trans-continental
railway system in Manchuria. Inas
much as China and Russia are friend
ly countries and General Chang Is at
war with tho central government that
the Chinese Eastern railway and
other mattors are legitimately tho
coneern of tho Pokin government.
The protest was'dlspntehed to Mos
cow after a confirmation of tho sign
ing of the agreement by the soviet
with Chang, was received hero. The
foreign office in its protest, empha
sized the irregularity of the whole
proceeding on tho part of Russia.
The foreign office also protested to
the soviet government against tho al
leged delivery of battle aircraft from
the steamer Chantllly to General
Chang.
Army headquarters hero continued
to report viotories today on tho nor
thern front, near tho Chihllan-Man- j
churlan border, where mo PCKin anu
Mukden armies are engaged.
