NEW YORK, March 7. The ship
ping board has taken a long step to
ward building up a permanent mer-j
chant marine by Its certification to)
the Interstate commerce commission

28 of the merchant marine act, E. C.
Plummer, vice chairman of the board
declared in an address today before
the Propeller club of the Port of New
York.
Mr. Plummer explained that the
board's action was taken In accordance
with a mandatory provision of the act!
and was not "an aggressive move," on
Its part. He disputed claims that
American tonnage was Inadequate and
that application of the preferential
rate clause would disrupt the railroad,
rate structure, asserting they were
mode In "Ignorance" of tho facts.

Portland Cremation company today
