ticularly those of the Columbia river,
Puget Bound, (irays Harbor and Wil
lapa Hay, 'would bo utterly unable to
protect units of the American battle
fleet before they could be able to take
up battle formation," Brigadier Gen
eral Henry D. Todd, commanding the
ninth 'toast artillery district, ,. an
nounced here today. General Todd
recently completed a survey of the
northwest coat defenses.-
"1 found the armament to consist
of guns designed. In 1895, and unable
'to -shoot at ranges beyond 17,000
yards', General Todd reported. 'To
day each ship of the British 'royal
sovereign' cliyiH carries eight IB-inch
guns and fourteen 6-inch guns, the
15-inch guns being able to outrnngo
our 12-inch guns by at least 10,000
yards. ,. Each - fihlp of the Japanese
'NttgHlo-, claHS carries eight 17-inch
guns and twelve 5.6-lnch guns. Con
sequently the tonst defense of the
northwest could not offer adequate

at least 1 300 coast artillery officers
and men to maintain the Puget Sound
forts in a serviceable condition and
be. ablo to repulse a surprise attack
from a raiding force, yet in tho Puget
Sound forts today, there are but 11
coaet artillery officers and 281 en
listed men. ,
. "Conditions are worse In the coast
defenses of tho Columbia. There tho
garrison is so small. two coast artillery
officers and 20 enlisted men for the
three .forts at tho mouth of tho Co
lumbia and. for the, batteries at Grays
Harbor and Willapa bay, that all that

in good condition."
