thousands of larks were seen, also
large numbers of robins and sage
hens and small birds that are feeding
on bunch grass seed that nre In the
districts lying too far from water to
have been eaten off by stock before

by railroads when the hay, e'nroute to
the coast from points east is halted in
Portland for inspection or diverted to
another railway line. ,
The recent order of the commission
reducing tho rate on hay required the
railroads to publish maximum thru
rates regardless of whether the move
ment Is over one or more line's. Not
withstanding this, the railroads, in
such cases, are making the local rate
that formerly prevailed from Port
land to tho roast, which for shipments
to Tillamook makes the rate $1.60 a
ton more than the through rate would
