Immigration to treat Japanese Immi
gration In the name manner as that of

The Toklo Asahi points out that
while the proposal seems . fair "It
really Is cruel legislation limiting the
number of Japanese entering America
annually to little more than 200 com

The Asahl admits, however, that the
proposed restriction on immigration
to two per cent of Ihe nationals In the
United States on the basis of tho 1800
census, will adversely affect Italian
and .other immigration as well as ,the
Japanese.
The foreign office, discussing repre
sentations to be made to the Wash
ington, government by Ambassador
Hanihara on this subject, announced
