As a result of several months of inves
tigation and study by experts of the
postofflce department, Postmaster
General New today Issued the first
definite, concise and complete pro
gram that has ever been put out by
the department for the mailing, trans
mission and delivery of newspapers.
This order is most Important. It is
far-reaching. It gives the same expe
dition to newspapers as la accorded
to first, class mail.
. The order Is the result of pains
taking effort on the part of the post
office inspectors, under the direction
of First Assistunt Postmaster Gene
ral Bartlett. Carefully worded and
minute instructions have been Issued
to,all employees engaged in handling
the malls, so that there will he no
possibility of misunderstanding the
Importance of getting newspapers to
the-reader with a minimum of delay.
. The essence of the order is that
newspapers shall nQt be mixed with
parcels post at any point in their dis
patch from the publishers' offices
until their delivery td the addressees.
Papers shall bo handled by them
selves, and kept in constant transit,
not being sent to railway terminals
to bo reworked. In other words they
are tp be handled In the same man
lier as first class mail,
v An Important feature of the order
is .that no publication shall be given
any. less efficient or less expeditious
treatment than at present. That
means'-that publications other than
newspapers will not suffer one iota
from this progressive innovation,
made by the Postofflce department.

minutes' deliberation today the jury
which heard the case of Charles I
Blnzeir, Lime county rancher, charg
ed with aiding the bandits who rob
bed tho bank at Florence, December
11, to escape, returned a verdict of
guilty of being an accessory after the
fact.
A confession signed by Blazler was
introduced at the trial. He admitted
receiving $200 from the bandits, but
maintained that he aHSiated - them
from the Nela Berk rem ranch to the
station at Cushman through fear of
violence. After the bandits had de
parted, however, he neglected to In
form the sheriff. This, he explained
in testimony, was because he still
feared they would return to "get him."
Jack Herring, another Lane county
rancher, went on trial today on a
similar charge. Tom Murray and
Eddie Walker, two of the bandits,
have been brought from the state
penitentiary at Salem to testify for
the state.
SALEM, Ore., Jan. 29. Accompa
nied by ltodney Rhodes, deputy sher
iff of Lone county, Tom Murray and
Eddie Walker, each serving twenty
year terms In the stato penitentiary
for participation in the robbery of a
bank at Florence, left for Eugene this
morning to testify at the trials of
John Herring and Nels Bevkren, ac
cused of having aided the bandits to

PORTLAND, Ore., Jan. 30. The
brisk southwest wind which produced
a storm along the coast region
brought exceedingly warm weather to
Portland, last night. The highest
temperature yesterday was 57 degrees
and the lowest last night 49 degrees.
Edward L. Wells, government meteor
ologist, forecasts the same brand of
weather for tonight and tomorrow
with the temperature perhaps not
quite so high.
