PreBB). Kermlt Roosevelt, president
of the Roosevelt Steamship company
today announced completion of an al
llauco between that company and the
Kokusal Kisen Kalsha, one of the
leading shipping firms of Japan,
tohlch will provide for a, round-the-wbrld
freight service.
. The new arrangement replaces one
formerly in affect between the Kerr
Steamship company of which he is
Vice president and the Toyo Kisen
Kalsha, which was dissolved owing to
the anticipated merger of the latter
company with the Nippon -Yusen
Kaiaha. -2
: The Kawasaki shipbuilding yard
also Is largely interested in the new
project.
The companies have agreed to Joint
operation of eight ships of 10,000 tons
each on routes encircling the globe,
beginning in June. Each company is
to furnish four of the vessels.

WASHINGTON, Jan. 29. A sweep
ing investigation of the air service was
demanded In the house today by Rep
resentative Nelson, Wisconsin, who
declared he was informed that condi
tions which exist are a continuation
of the same practices by the same
parties "that wrote the blackest page
In America's war history in the air
craft failure."
Introducing a resolution asking for
the appointment of a special commit
tee of Inquiry he said:
'Tarn preferring no charges against
anybody. I simply want to end thUi
unspeakable condition in the air ser
vice or set at rest these charges If
found untrue."
Mr. Nelson said ho had more than
seven thousand documents which he
added "I am told will show the same
conditions which existed during the
darkest days of the black scandal In
the air service now exists In that ser
vice, and that the same firms who
participated In the loot of more than
$500,000,000 of the people's money
are still getting the contracts under
the same conditions and provisions
they got those previous contracts."
He declared the air service is con
ducting a propaganda "over mountain
and sea, desert and valley, in order
to try to force congress through ah
aroused public sentiment to appropri
ate more money than the officials of
the air service seem to feel congress
would be willing to appropriate under
a proper presentation to it of tho
needs of the service," and he added:
"Is this the purpose of the proposed
flight of the dirigible to the north
, pole?" r, .
1 Mr. Nelson said that In his opinion,
the Manufacturers' Aircraft associa
tion, Inc., and its method of operation,
"were In absolute violation of the
Sherman anti-trust law," and that he
was convinced that an investigation
would show this "not only as being a
fact then, but It's being a fact today."
LEAGUE OF NATIONS
WANTS AMERICAN TO
LONDON. Jan. 29. Tho League of
Nations, it is learned hero", has been
seeking the services of an American
to supervise Hungary's finances In
connection with the league's $10,000,
000 reconstruction loan to that coun
try. W. P. O. Harding, former governor
of the federal reservo board of the
United States, nnd now governor of
the Boston federal reserve bank, 1h
understood to be ono of the men
under consideration' for the post.
However, it was said at league head
quarters here today that no appoint
ment would be made until the repa
ration commission had approved the
terms of the loan. -
The league considers that the ap
pointment of an American such as
Mr. Harding would not only assure an
