THE MEDFORD-RUCH PAVEMENT PLAN.
THE DECISION of tlio county court to )o.st))oiie action on tlu;
construction of a paved highway from Mctli'ord to Ruch was
wise.
Of course, it would be very nice for Medford to have a paved high
way to Ruch and the Applcgato valley. It would also be very nice to
have a paved highway from Medford to every other section of Jack
son county. - Hut we believe anyone who will investigate the mat
ter carefully, not from the standpoint of local self interest, "but from
the standpoint of the welfare of Jackson! county as n whole, will agree
that this is no time to construct such a pavement.
In fact, highway experts are pretty well agreed, that except on
main trunk lines, where) travel is exceptionally heavy, a macadam
road is superior to a hard surfaced road, when cost, maintenance and
general service arc considered. ;
There is now such a road between Jacksonville and Ruch, and
it is undoubtedly one of the best roads in Jackson county. The road
from Medford to Jacksonville has recently been repaired, and with
proper attention can be made to answer every demand upon it.
When a state highway from Itoseburg- to Marshfield was consider
ed the state highway department abandoned the idea of n hard sur
face road at the outset. In the opinion of Marshfield citizens the
present macadam road is satisfactory in every way, and State Sena
tor Hall of Marshfield recently maintained that it was even superior
to a paved road.
A recent government road bulletin strongly advocated the maca
dam road in rural districts:
"The paved highway, though still I" an experimental stage, Is
csscntiul for the main arteries of travel in all thickly settled districts.
Hut in rural districts, a good gi-uvoi-macadam' road, has many ad
vantages. When a puvement breuks tho cost of rcpulr Is very high,
but a macadam road can bo repaired easily and promptly. Tho mac
adam roud tends to safer and more careful driving, and unllko the
pavement Is also well adapted to hauling by team and wagon. In
general, tho pavement is necessary only whore extremely heavy traf
fic renders It Imperative."
Advocates of tho paved highway declare the county has the money
and it might as well be spent. With taxes at their present altitude,
and with the county road indebtedness what it is, we don't believe this
reasoning appeals to the people of the county as a whole.
If the unsold bonds must be sold,. and the money imust be spent in
the Ruch-Jacksonville district, then we would suggest that instead of
building a pavement, this money be devoted to improving and main
taining tho present good roads there and the Niirplus devoted to im
proving tho other country roads in that district.
The Mail-Tribune believes there is need for only two paved high
ways in Jackson county. One, the Pacific highway, which we aiow
have. The other, the Crater Lako highway, which because of the in
tensive travel crowded into two or three months, can't give proper
service or be economically maintained unless it is hard surfaced.
What other money may bo available, shouldn't our judgment, be
used to improve' the country roads in all parts of the county, from
Ruch to Butte Falls, and from Willow Springs to Climax, not by
paving them, but by gravelling and grading them, so the maximum
transportation service may he secured at the minimum cost.
