; "When this work was undertaken
some three years ago there was de
linquent Kpproximjitely $120,000 in
county and Btate taxes on property
iigninnt which the city had delinquent
assessments and there was a total of
2266; lota with delinquent taxes of
from one to ten years. While not all
. of these were on pavement, yet the
majority were and when we consider
that there were but between 4000 and
6000 lots oriKinally paved, one can
readily see that at the time the ex-
. . tended payment plan -wai, proposed
some five oi six years ago that there
was a delinquency of nearly 50 per
cent.

indebtedness against all bf the un
paved lots they do not constitute ' a
real factor in the straightening up of
city assessments.
"Further, I am not taking up the
700 or 800 lots, most of vliich signed
up under the new plan, and hiive one
or more Installments bf city assess
ments delinquent, although these are
requiring a greater part of the time of
that at least 1100.000 will be paid off.
This amount can be 'paid off in the
mayor's opinion, if 'the citizens eo
operate properly with the city toward
this end.-' .
