folly. An income tax under such circumstances is not a fair tax at
all. It is absolutely, unfair for it places another burden on tho one
coast state which can least afford to bear it.

for the business man, is not to vote another tax, but to stimulate de
velopment 'of our resources and increase our payrolls, so that taxes
automatically cease to be a burden. ' '
